【摘要】 “十一五”以来,风险投资引导基金作为促进风险投资行业发展、加快高新技术产业化的一项政策性工具在我国得到了快速发展,国家和地方政府纷纷出台相关文件予以支持。2008年,重庆市政府出资10亿元设立了重庆市风险投资引导基金,以“母基金”的方式参股风险投资基金,以吸引国内外社会资金在重庆组建风险投资基金,发展风险投资行业,促进重庆高技术产业发展。但是,由于风险投资引导基金委托-代理关系中存在的信息不对称,使得引导基金存在较高的风险。本文主要运用经济学、管理学等相关理论对重庆市风险投资引导基金的现状进行了深入分析,对其发展环境进行了SWOT分析,并对重庆市风险投资引导基金存在的主要风险和风险管理的博弈过程进行了系统分析。在对国内外风险投资引导基金模式和主要经验进行比较分析和总结的基础上,构建了重庆市风险投资引导基金的风险管理体系,并选择了四个子基金对其风险评价体系进行了实证分析,提出完善重庆市风险投资引导基金风险管理的具体措施。全文共分为七章,各章主要内容如下:第一章导论:主要介绍选题的背景、意义,国内外研究现状综述,以及研究的内容、技术路线、创新之处等。第二章风险投资引导基金风险管理相关理论概述:主要对风险投资引导基金、风险、风险管理等相关概念进行界定,并对风险投资引导基金风险管理的基本理论进行梳理。第三章国内外风险投资引导基金模式分析及经验借鉴:对美国、以色列、英国、上海、江苏、深圳、北京、天津、山西等国内外风险投资引导基金的模式进行分析,并总结经验。第四章重庆市风险投资引导基金现状及风险分析:对重庆市风险投资引导基金的基本概况、主要做法、存在的问题进行分析,对其发展环境进行SWOT分析,并对主要风险及风险管理进行博弈分析。第五章重庆市风险投资引导基金风险管理体系的构建:从风险评价体系、风险预警体系、风险监管体系等方面构建重庆市风险投资引导基金的风险管理体系,并采用专家打分法对软银、汉能、富坤、德同四个子基金的风险评价体系进行了实证分析。第六章完善重庆市风险投资引导基金风险管理的对策建议。第七章研究结论和展望。更多还原

【Abstract】 Since the“Eleventh Five- Year- Plan”, venture capital guiding fund had grown fast as an important tool to boost the development of venture capital industry, and to accelerate the industrialization of the high-tech. We can find many supportive polices both nationally and provincially. Chongqing Government had injected 1 billion Yuan to set up Venture Capital Guiding Fund of Chongqing in 2008.The venture capital guiding fund share the venture capital in the way of“Mother Fund”, in order to attract social capital both inland and abroad to create venture capital in Chongqing. However, because of information-asymmetry of the Commission- Agent relationship of the venture capital guiding fund, there are great risk in the operation of venture capital guiding fund.This article learned from the related theory of Economics and Management, analyze the status quo of the venture capital guiding fund of Chongqing, adopt the SWOT to analyze its develop environment, and analyze the main risk and risk management of the Game of venture capital guiding fund of Chongqing systematically. Based on the comparison and summarization of the mode analysis and experience of venture capital guiding funds both inland and abroad, we create the risk management system of venture capital guiding fund of Chongqing. We choose four sub funds to do practical analyze on their risk evaluation system, and finally bring forward the measures of risk management of venture capital guiding fund of Chongqing.The whole article contents seven chapters, the details are as follows:Chapter 1 Introduction: The background and meaning of the thesis, the research summarization both inland and abroad; and the research subject, the way of doing research, the innovation point, etc.Chapter 2 The related theory summarization of risk management of venture capital guiding fund: The related concept of venture capital guiding fund, risk and risk management; and the basic theory summarization of risk management of venture capital guiding fund.Chapter 3 Mode analysis and experience of venture capital guiding fund inland and abroad: Mode analysis and summarization of venture capital guiding fund in US, Israel, British, Shanghai, Jiangsu, Shenzhen, Beijing, Tianjin and Shanxi.Chapter 4 Status quo and risk analysis of venture capital guiding fund of Chongqing: Analysis on basic condition, operation mode and problem of venture capital guiding fund of Chongqing; the develop environment SWOT analysis; and the Game analysis of risk and risk management.Chapter 5 The creation of risk management system of venture capital guiding fund of Chongqing: Create the risk management system of venture capital guiding fund of Chongqing in risk evaluation system, risk alarm system and risk supervise system; practical analysis of risk evaluation system of four sub-funds of Ruanyin, Hanneng, Fukun and Detong.Chapter 6 Countermeasures to perfect the risk management of venture capital guiding fund of Chongqing.Chapter 7 Research conclusion and expectation.更多还原
