【摘要】 2009年的中央一号文件再次关注“三农”,这是中央从2004年以来连续第六年将一号文件的落脚点锁定于“三农”领域,只有解决好“三农”问题,中国经济的长久稳定发展才能有所保障,而农村信息化是实现这一目标的关键手段。在这样的大环境下,如何通过“信息化”解决“三农”问题,无疑已成为当前经济建设和社会发展中的一个战略性的问题。农村信息化是国民经济和社会信息化的重要内容,是改造传统农业,发展现代农业的重要组成部分,也是我国加速实现农业现代化发展的必然选择,大力推进农村信息化,让信息化很好地服务于社会主义新农村的建设。信息化对我国社会主义新农村建设的影响重大且意义深远,它渗透到经济、政治、文化等各个领域。本文在综合分析我国农村信息化的基本状况和面临的主要问题后,介绍了目前中国农村信息化服务产品“农信通”,提出政府部门应结合电信运营商推进农业信息服务。本文从农信通体系中的信息和人员建设着手,通过信息流和人员的管理来实现农村市场的信息化服务,意即探索农村信息化服务模式、加强农村信息资源建设、创新新农村信息服务、建立全方位的信息化市场服务和推广体系。本文最后对农村信息化价值体系做了进一步挖掘:策划建立“农信通”分类信息平台并整合各方面资源,提供沟通渠道和展示平台给服务对象,并实现该平台的商业化推广运营。本文论证了农村信息化建设不仅能够服务于社会,服务于农村,而且可以稳定电信运营商的农村通信市场和发展农村用户。电信运营商将在我国的农村信息化进程中扮演更重要的角色。更多还原

【Abstract】 The 2009 No.1 central document concerns San Nong again, which is for the sixth consecutive year that the central government made No.1 central document focus on San Nong area. The long-term stable development of China’s economy depends on the solving of San Nong problem and to informationize rural areas is the key to reach the goal. Undoubtedly it has become a strategic problem in today’s economy construction and social development that how to solve San Nong problem by informationization in such broad environment. To informationize rural areas is very crucial in national economy and social informationization. It’s an important part of traditional farming transformation and modern agriculture development. And it’s also an inevitable choice for us to accelerate the achievement of the modernization of China’s agriculture. We have to vigorously promote the informationization of rural areas and make it serve the building of new socialist countryside well. The impact of informationization on the building of new socialist countryside is significant and of profound meaning, it has penetrated into the economic, political, cultural and other fields.After a comprehensive analysis of the basic situation and main facing problems of the informationization of China’s rural areas, this essay introduces a service product of the informationization of China’s rural areas called Nongxintong and brings up that the government branches should combine with telecom operators to promote agriculture information service. This essay proceeds from the information and staff construction in Nongxintong and to achieve information services to rural market by management of information flow and staff, that is to explore the service model of informationization of rural areas, to reinforce the information resources of rural areas, to innovate information services in new rural areas and to build omnibearing. Market information services and extension system .At last, this essay makes further excavation on the rural information-based value system which includes planning the establishment of Nongxintong website and integrating various aspects of resources, offering communication channels, displaying the platform to clients and achieving the Promotion of commercial operations of the platform. After a comprehensive analysis of the basic situation and main facing problems of the informationization of China’s rural areas, this essay introduces a service product of the informationization of China’s rural areas called Nongxintong and brings up that the government branches should combine with telecom operators to promote agriculture information service. This essay proceeds from the information and staff construction in Nongxintong and to achieve information services to rural market by management of information flow and staff, that is to explore the service model of informationization of rural areas, to reinforce the information resources of rural areas, to innovate information services in new rural areas and to build omnibearing.
