【摘要】 近年随着经济的不断发展和经济理论研究的进步,以增长极理论为中心的区域非均衡发展理论备受瞩目。这一理论对于区域发展的非均衡性、极化效应、扩散效应的描述是符合当今区域经济发展规律的。同时区域经济一体化的实现是合理配置和有效利用整个区域资源的有效途径。因此,区域非均衡发展和区域经济一体化对于我国区域发展战略的制定都具有重要的指导价值。塘沽海洋高新区位于滨海新区内的先进制造业产业区中区,在服务滨海新区开发开放和促进塘沽经济发展中发挥了重要作用。随着滨海新区经济实力和综合竞争力的不断发展,塘沽海洋高新区的区域规划也应与时俱进。随着国务院将滨海新区纳入国家总体发展战略规划,并批准滨海新区为全国综合配套改革试验区,滨海新区的区域创新能力、经济实力和综合竞争力将有很大的提高,其对环渤海地区的辐射带动作用也将得到空前的提升。在这一新背景下,如何应时做好塘沽海洋高新区区域规划,已经不仅仅局限于解决区域内部的具体问题。在综合分析海洋高新区建设发展经验、发展阶段和所面临形势的基础上,对海洋高新区的未来发展进行规划设计,将更加具有增强区域自身竞争力以获取更多发展机会的内容。本文以区域非均衡发展、区域经济一体化发展理论为基础,以海洋高新区近20年的发展历程为背景,结合实践发展中总结的经验教训做了大量深入的探讨研究,对海洋高新区经济与社会发展现状、开发建设与周边区域比较的相对效果和未来发展目标进行了分析,最终提出了海洋高新区崭新的区域发展定位——滨海新区现代产业综合服务区,并通过重组产业结构,大力发展现代服务业,对海洋高新区进行功能分区,从而总结出了一套适用于海洋高新区自身的全新规划理念和发展思路,对成功建设一个高起点、高标准的新型产业功能区提供了指导作用。更多还原

【Abstract】 Recently, with the continuous developing of economic and relative theory research, the theory of region disequilibrium development focusing on growth pole attracts more people’s attention. This theory describes the disequilibrium character, polarization effect and diffusion effect and it matches nowadays region development law. At the same time, the realizing of region economy integration is one of the most effective method of reasonable disposition and exploitation of regional resources. So the region disequilibrium development and region economy integration are very worthful in the guide of our country’s regional development drafting.Tanggu Marine Hi-Tech Development Area(TMHT)is located in the core of Advanced Manufacturing Zone in Tianjin Binhai New Area. Since its establishment, The TMHT plays a key role in the economic development of Binhai New Area and Tanggu city. With the continuous improvement of economy and integrated competitive power of Binhai New Area, it is important for TMHT to build up the region strategy advanced with times. After government brought Binhai New Area into national development program and authorized it as national synthetical reformation area, its region originality, economic strength and integrated competition abilities will reach a higher level. And also it will increase the degree of radiation on Bohai economic area. As a result, it should not be limited in resolving specific problem when drafting regional development strategy of TMHT. TMHT will earn more and more excellent chance to enhance its competitiveness with this plan based on the synthetical analysis of construction experience and future situation.The paper’s research is based on the theory of region disequilibrium development and region economy integration. And author also finishes deep study by involving recent 20 years’ history of TMHT and practical experience. The analysis includes current situation of TMHT’s economy and society, difference from nearby area and its goal of future development. At the end of paper, the new region role of development of TMHT is described as the advanced modern service industries. The industry structure should be refreshed and six functional sub-areas are designed for TMHT. This conclusion of region strategy is especially suitable for TMHT and will be greatly helpful to construct a modern service zone with high standard and strong independent innovation ability in practice.更多还原
