【摘要】 本文利用可行性研究的基本理论、基本方法,以石油三采专用表活剂项目的可行性问题为例,在环境保护,安全卫生,消防节能,等诸多方面进行了可行性研究和探讨,通过对石油产业发展状况、市场前景,优势、劣势,技术,财务等方面的分析和评价,对项目进行了专项可行性研究,得出了有益的结论。帮助决策者做出正确的决策,提高投资效益。可行性研究是为项目决策提供依据的一种综合性的系统分析方法,它的目的在于选择最佳投资方案,提高投资效益,避免投资决策失误。它对于项目的成功,具有十分重要的意义。本文首先介绍了可行性研究在国外的产生、应用和发展以及目前在我国的应用情况。然后全面而详细的介绍了国内外可行性研究的基本内容和基本理论,并运用这些理论全面而透彻地分析了我国可行性研究的优势以及存在的主要问题。我国投资决策和可行性研究正步入良性发展轨道,并且随着知识经济的不断发展和信息科学技术和软科学技术的应用,采取专家系统(知识系统)进行可行性研究,这将是未来不争的事实。从根本上解决本文提到的所有问题,还要加强项目决策中可行性研究法规建设,加强高校中项目管理人才的培养,参照国际惯例,优化我国工程项目管理结构,使之向全方位、全过程的项目管理方向发展,这样才能把我国的可行性研究和项目决策能力提高到新水平。更多还原

【Abstract】 Utilizing fundamental methodology and theory of feasibility research and taking example of Petroleum Project, this article carries out discussions and investigations into development, marketing prospect and pros and cons of oil industry via analysis and assessment on technical and financial aspect, with a targeting feasibility research, from the perspectives of, inclusive but not limited to environmental protection, safety and sanitation, fire control and energy savings. A productive result was harvested through this series of debates and discussions, aiming to help decision makers’strategy and increase profitable investments.Feasibility study is a comprehensive Systematic analytical method providing the basis for the Project decision-making. The aim of the feasibility study is to choose the best investment Project, increase the investment benefits, and avoid decision-making mistakes. It plays an important role in completing Project successfully The paper firstly introduces the yield, application and development as well as the situation in our country, then, the basic contents and the theories are introduced in details which are used to point out the advantages and main Problems of our nation’s feasibility study.Investments decisions and feasibility researches have been stepping into productive pattern in this country, accompanying with continuous growth of information technology and applying soft scientific achievements. Adopting expert system for feasibility researches is an inevitable path to the future. In order to eradicate the problem roots that are introduced in this article, we need to enhance orders and regulations, nurturing improved project management professionals from high level education institute, referencing from international conventions and optimize our construction project management structure for feasibility researches, so that the project management could extend its coverage thoroughly over construction projects in the senses of variety of functions and duration, all that, will bring feasibility research and quality of decision making in this nation to the next level.更多还原
