【摘要】 中小企业是一个世界性的问题,早在19世纪西方国家的学者就进行了比较深入的研究,形成了相对完善的理论体系,比较著名的有马歇尔提出的经济进化论和和日本学者提出的环境适应论,这些理论被人们广泛接受和认可。各国政府将之付诸实践,在产业政策、信贷政策、财政政策等多方面扶持中小企业的发展,形成了比较完整的扶持中小企业发展的政策体系,这些理论和实践对于我国制订相应的中小企业政策,促进中小企业的发展有关重要的借鉴意义。我国建国以来,在相当长的时期内实行计划经济和赶超政策,对大型国有企业采取政策倾斜。虽然在实践中施行的一些政策涉及到中小企业,却一直没有颁布专门针对中小企业的政策。这种比较放任的态度,在改革开放之初,虽可以在客观上为中小企业形成一个较为宽松的环境。但是,这样一种环境到今天,已经不能适应中小企业进一步发展的要求。近些年来,由于就业压力增大,经济增长速度放缓,各级政府日益重视中小企业,出台了一些促进中小企业发展的政策。但总的来说,这些政策比较零乱,具有很大的随意性。鉴于中小企业在国民经济中的重要作用和地位,政府正在转变观念,对中小企业投入了更多的关注。因此深入地研究中小企业理论和政策,为政府制订相应中小企业政策提供理论依据是十分有必要的。目前经济学界对中小企业问题进行了一些研究,提出了不少的政策和主张,但总的来说比较单薄,主要侧重于某个方面的探讨,缺乏系统和深入的理论研究。即使是对某一领域的研究,也需要进一步深入探讨。例如对中小企业生存的法律环境的研究,只是泛泛地认为应加强对中小企业的立法工作,对于现有法律体系存在的问题研究不够,不利于中小企业基本法的制订。又如对影响广泛的中小企业融资问题的研究也十分缺乏,还处于研究工作的起步阶段。本文以浙江省为例,对中小企业的生存和发展与地方政府中小企业政策的关系进行了探索性的研究,以期提出政府支持、促进中小企业发展的主要政策环境。通过综合分析中小企业政策支持体系,针对中小企业发展中存在的问题和中小企业政策体系中存在的缺陷,从资金融通、产业发展、服务体系等方面提出了构建了中小企业发展政策体系的基本框架。第一章导言部分,阐述了研究的背景和意义,提出在当前经济发展形势下,研究中小企业政策的重要意义。第二章中小企业发展政策环境分析中,对中小企业发展现状进行实证分析,从融资、产业、公共服务等方面对中小企业发展政策进行分类,并从多个方面分析了政策对中小企业发展的影响。第三章中小企业融资政策环境研究中,对当前中小企业融资政策进行归纳,对制约中小企业融资的突出原因进行分析,并提出了缓解中小企业融资难的政策举措。第四章中小企业产业政策环境研究中,对中小企业的产业发展现状进行研究,分析了中小企业产业转型升级方面存在的问题,提出了促进中小企业产业发展的政策意见。第五章中小企业公共服务环境政策研究中,对浙江中小企业公共服务政策进行回顾,以政策评价的角度对浙江省中小企业公共服务政策进行实证分析研究,对现阶段中小企业公共服务政策的方向选择、发展趋势以及如何提高政策绩效提出相应的建议。更多还原

【Abstract】 Small and medium enterprises is a global problem, as early as the 19th century, scholars in Western countries had a more in-depth research, formed a relatively complete theoretical system, there are relatively well-known economic theory of evolution put forward by Marshall and scholars and Japan to adapt to the environment theory, these theories have been widely accepted and recognized. Governments to put into practice, from the industrial policy, credit policy, fiscal policy, etc. to support the development of small and medium enterprises, forming a complete support system for SME development policy, the theory and practice for the development of the SMEs in China policies to promote the development of small and medium-sized reference on key.Since the founding of our country in a long time to catch up with the implementation of the planned economy and policy, the development of large enterprises tilt. Although in practice the implementation of some of the policies relating to SMEs, but it has not promulgated a policy specifically for small and medium enterprises. Laissez-faire attitude toward such a comparison in the early days of reform and opening up, though, objectively speaking, can be as small and medium enterprises in a more relaxed environment, but the value today is the further development of small and medium enterprises can not meet the requirements.In recent years, due to increasing employment pressure, the slower pace of economic growth, governments at all levels started to attach importance to small and medium enterprises, introduction of a number of policies to promote SME development, but on the whole messy comparison of these policies, with a lot of randomness . SMEs in the national economy in view of the important role and status, the Government is changing the concept of small and medium enterprises have invested more attention. Therefore studied the theory and policy of small and medium-sized, small and medium enterprises for the Government to formulate appropriate policies and provide a theoretical basis is necessary. At present, small and medium enterprises in economic circles on the issue of a number of studies have made a lot of policies and ideas, but relatively weak in general, focusing primarily on aspects of a lack of systematic and in-depth study of the theory. Even for a research in the field, but also the need for further in-depth manner. For example, the legal environment for the survival of small and medium-sized research, only a general view that small and medium enterprises should be strengthened legislative work, the legal system of the existing problems in research enough, is not conducive to the formulation of the Basic Law for SMEs. Another example of the impact of a wide range of SME financing problem is the lack of studies, research work is still in its early stages.Based in Zhejiang Province as an example, the survival of small and medium enterprises and small and medium-sized local government policy development and the relationship between the exploratory research, with a view to identifying government support policies to promote the general rules of the development of SMEs; through a comprehensive analysis of small and medium enterprises in Zhejiang Province policy support system for SME Development in Zhejiang Province, problems and policy system for small and medium-sized defects that exist, from financing, industrial development, service system, such as proposed development of SMEs in Zhejiang Province to build a basic framework for policy system. The introductory part of the first chapter, on the background and significance of the study and put forward economic development in the current situation, the study of the importance of the SME policy. The second chapter analyzes the development of SMEs in the policy environment for SME Development in Zhejiang Province to carry out empirical analysis of the status quo, from finance, industry, public services, such as the development of policy on the classification of small and medium enterprises, and from an analysis of various aspects of policies on SME development impact. Chapter III of the policy environment for SMEs financing study, the current policy of financing small and medium enterprises into the SME financing constraints analysis to highlight the reasons for, and put forward to alleviate the difficulties of financing small and medium-sized policy initiatives. Chapter IV of the industrial policy environment for small and medium-sized study, development of small and medium-sized industries to conduct research, analysis of small and medium-sized industrial transformation and upgrading of the existing problems and put forward the promotion of small and medium-sized industry development policy advice. Chapter V of small and medium-sized public service environmental policy research, public service for small and medium enterprises in Zhejiang Province to review the policy to the point of view of policy evaluation of public services to small and medium enterprises in Zhejiang Province to carry out empirical analysis of policy research on small and medium-sized public service at this stage the direction of policy selection, development trends and how to improve the performance of the corresponding policy recommendations.更多还原
