【摘要】 能力建设概念自20世纪80年代起在全球发展研究领域中得到关注,逐渐应用于哲学、社会学、管理学等的研究中。而在旅游学范畴里,能力建设则与社区增权一道成为近年来社区旅游研究中的新焦点,被视为社区参与概念的延伸与改善。在我国建设社会主义新农村以及构建和谐社会的大背景下,如何通过发展旅游来进行乡村社区的能力建设,促进乡村社区自身以及其旅游事业的提升发展,是一项兼具理论与实践意义的探索。乡村社区在旅游发展过程中并未掌握充分的主动,往往被打上烙印,处于失语和被代表的状态。而能力建设通常被视为手段、过程,其预期的结果则是乡村旅游社区的增权。增权并不仅仅是简单的由外界赋予社区权力,更重要的是社区自身能力得到发展提高,进而由内而外产生的权能感。乡村旅游社区的能力建设即是把旅游发展过程视为挖掘激发社区潜在能力的过程。本文围绕乡村旅游社区的和谐发展,从增权的角度看待乡村社区的旅游事业,尝试使用能力建设、社区增权概念来观察分析国内乡村旅游社区的生存现状,并引入国外乡村旅游社区开展能力建设的借鉴经验,在社会学增权取向社会工作模型的基础上构建我国乡村旅游社区能力建设的实践框架,最后总结出能力建设概念运用于乡村旅游社区的有益启示,即重新看待社区价值、重视基层行政组织、社区精英与民间组织在乡村旅游社区中的作用,以及政府对乡村旅游社区进行制度增权的必要。全文共分为五个章节。第一章为导论。第二章为本文的理论构架。第三章为国内乡村旅游社区的能力建设现状与国外相关成功案例的借鉴。第四章为增权取向社会工作模型的介绍及其在西双版纳傣族园案例中的分析应用。第五章为前文基础上提出的乡村旅游社区能力建设实践框架与实施建议。更多还原

【Abstract】 Since 1980s, the concept of capacity building has been drawing increasing attention within the field of global development, philosophy, sociology and management. Moreover, together with community empowerment, capacity building has become the new focus of community tourism research, which are considered as the extension and improvement of community participation. Domestically, with the given background of building new socialist countryside and constructing harmonious society, it is worthy both theoretically and practically to explore how to enforcing rural community capacity building through tourism development and eventually benefiting the development of the rural community and local tourism as well.In the process of tourism development, rural communities are usually stigmatized as passive and incompetent, thus they are overlooked and excluded more often than not. While capacity building is viewed as approach and process to empower the rural tourism community. By empowerment, it does not mean to give power to community by the outsiders, but rather empowering from inside out, from bottom up. The capacity building of rural tourism community is a process in which the tourism development is to excavate the potential of the very community.This paper targeting on the harmonious development of rural tourism community, chooses the concept and perspective of capacity building and community empowerment to analyze the state quo of domestic rural tourism community, while introduces the experiences of foreign rural tourism communities’capacity building, further it constructs the practical framework for rural tourism community capacity building based on the social work model for empowerment, finally it reaches suggestions for the practice of capacity building in rural tourism communities, which are re-valuation of the rural community, emphasis on the role of grass-root administration, social elite and local organization, and the necessity of institutional empowerment.更多还原
