面向空中交通管制的航行电报处理系统的构建

【摘要】 航行电报指通过民航固定通讯网(Aeronautical Fixed Telecommunication Network,简称AFTN)传输的固定格式报文信息,其包含了飞行目标的未来计划、起飞、降落等航班动态信息,是空中交通管制员指挥飞机航行的重要信息来源。在实际使用过程中,由于网络传输、突发干扰、人为失误等因素造成了电报报文的不规范,报文出现错误的概率很大,这延误了报文的处理时机,并且给管制自动化系统造成很大的人工纠错负担。随着我国民航事业的快速发展,航行电报的数量和种类也不断增加,传统的电报处理方式在处理效率、识别正确率、可维护性等多方面已经不能适应其发展速度,在一定程度上阻碍了空中交通管制服务工作的开展。航行电报处理系统的作用是对电报进行分类、筛选和整理,结合语法、语义纠正报文内的错误信息,并将处理后的电报以标准的格式发往管制自动化系统。本文分析了航行电报处理系统建设的理论基础,结合实际的业务需求,对整个系统的技术架构、设计框架、需求分析、功能设计和开发等进行了阐述说明。在本次系统设计中引入专家系统的概念,用于存储报文的基本属性和处理规则,并在使用中总结新的经验,经专家确认后成为自动处理规则,以此加强对报文的处理能力,通过不断的经验累积,可以逐渐减少处理报文时的手工劳动。本文中的系统已在实际生产中投入使用,本文的作者是该系统建设项目的主要成员之一,主要负责系统的项目管理、需求制定、架构设计及部分开发工作。该系统对民航华东地区空中交通管理业务起到了有力的保障和促进作用,提升了地区飞行安全和飞行流量,为推动国民经济发展和安全生产作出了贡献。

【Abstract】 Aeronautical telex is an important source of information for the air traffic controllers directing aircraft navigation, which refers to a fixed format message transmitted through Aeronautical Fixed Telecommunication Network, including the flight plan, depart, landing and other flight dynamic information. In the practical using process, the rate of non-standard or error telex will be high, due to wrongly transmission of the network, burst interferences, or man-made mistakes etc., which causes a delayed disposal of the telex, and a huge manual error correcting burden for flight Data Processor System.Aeronautical telex processing system can process the telex by assorting, coordinating and rectifying. Combined with the practical needs, the essay analyses the theory of aeronautical telex processing system construction, and describes technology construction, design framework, requirements analysis, and function design and development of the whole system.In the design of this system, knowledge base is used to store the basic rules of the telex, updating in the process of practical use, then confirmed by experts to become automatic processing rules in order to strengthen the capabilities of dealing messages. It can gradually reduce the manual labor in telex analyzing, by the experience accumulated continuously.The system mentioned in this essay has been put into actual use in the area of east China. This article was written by the system leading member of the construction project, the main responsible for the project management, requirements development,architecture design and some development work. The system do protect and promote the air traffic, not only enhance the regional flight safety, but also make contribution to national economy and safety production.
