【摘要】 21世纪以来,伴随着民主意识的增强,人们越来越关注政府,尤其是地方政府的责任问题备受民众关注。直到现在为止,我国地方政府仍然处于一种被动负责的状态。地方政府往往是在出现重大的事故的时候,事故的严重后果吸引了人民群众的极大关注,地方政府不得已才通过“问责风暴”的方式,去层层追究相关政府及其公职人员的责任。要实现地方政府责任的常态化转化,必须确立地方政府问责制度。要从一种非正式的政府行为,转化为一种正式的政治制度,并非是一蹴而就的,显然要经历一个建立、修正、完善的过程。在这一过程中,地方政府问责制必然会面临着许多挑战。地方政府问责制度在完善的过程中,也同样经历着“归责”、“执行”、“重启”的现实困境。要解决这些困境,就需要从地方政府问责制本身及相关辅助制度完善入手,优化政治生态环境,以便促进地方政府责任的制度化建设。本文的研究目的,旨在分析地方政府问责制实施过程中面临的问题,以促使其完善。文章首先说明了地方政府问责制基本理论及相关内容；接着分析了问责制在运作过程中遇到的各种困难,以及这些问题是怎样形成的；最后,对国外部分国家和香港地区的问责制度的实践进行总结,并提出了完善我国地方政府问责制的路径。更多还原

【Abstract】 In the 21st century, accompanied by the enhanced awareness of democracy, there is a growing concern about the Government; particularly the responsibility of local governments. At present, local governments are still in a state of passive charge. Generally, Local governments have no choice but to take accountability measures to investigate the relevant government and public officers only when there are some major accidents which have attracted serious consequences and have brought about great concern of the people. To achieve the normalization transformation of the local government responsibility, local government accountability system must be established.The process of an informal government action to a formal political system is not easy; obviously it needs to go through setting up, amending and improving. In this process, local government accountability will inevitably face many challenges. In the process improving local government accountability, it will also experience the real dilemma of "imputation", "implement", and "restart". To solve these difficulties, it needs to optimize the political environment and promote the system construction of the accountability from the local governments and related auxiliary systems. This study aims to analyze the problems in the process of local governments’construction of the accountability system, and promote their completing.From the perspective of accountability’s creation, this article first explains the basic theory of accountability of the local governments and relevant content; then it also analysis the difficulties encountered in the process of accountability, and how the question is formation; finally, on the basis of the analysis of some foreign countries and Hong Kong’s practice of accountability, this paper proposes the methods to improve the local governments’s accountability system of China.更多还原
