【摘要】 苏联解体之后,美国和俄罗斯展开了对中亚地区的争夺。俄罗斯将这一区域视为传统势力范围,是自家的“后院”,更是自己脆弱的“软腹部”,因此竭力维持自己在该地区的影响力。美国和西方国家则一再推动北约东扩,分化独联体,试图实现对俄战略围堵,以期进一步削弱和控制俄罗斯。乌兹别克斯坦在中亚五国中具有重要的战略价值和影响力。俄美两国通过开展与乌在政治、经济、安全、能源等领域的合作向乌施加影响。受外部世界格局变化的影响,独立后的乌兹别克斯坦在外交上选择了一条独特的发展道路,可谓特色鲜明。为了实现本国利益的最大化,它不厌其烦地在俄美两个大国间左右摇摆,反复无常。本文就是在回顾介绍乌兹别克斯坦独立以来对俄美外交政策演变的基础上,以不同的视角,分析和总结乌兹别克斯坦对俄美的利益诉求、对俄美外交政策的特点规律以及影响乌外交决策的内部和外部因素,期望能对当前的中亚研究和中亚外交作出有益的尝试和贡献。论文前言部分概述了乌兹别克斯坦在当今世界政治舞台上所扮演的角色,介绍了乌兹别克斯坦突出的地缘战略地位的几个构成要素,以及国内对中亚和乌兹别克斯坦的研究状况。论文正文第一部分介绍了乌兹别克斯坦对俄罗斯的外交政策演变历程、乌对俄的利益诉求,以及影响乌俄关系发展的正负两方面的因素。第二部分并列介绍和回顾了乌兹别克斯坦与美国的外交关系发展和演变历程、乌对美利益诉求,以及影响乌美关系发展的几方面原因。论文对“安集延”事件以来乌与俄美关系的发展作了比较详细的介绍和分析,突出了论文的时效性和针对性。第三部分对乌外交政策的特点进行了总结,论述中通过例举部分乌对俄美外交的具体事件,总结出乌在大国外交政策方面具有反复无常、缺乏稳定性和连贯性的特点。对于影响乌外交决策的因素,本文总结了三个主要因素,即总统卡里莫夫个人对外交决策的核心影响、乌地缘政治环境的制约以及外部世界格局变化对乌外交决策的强烈干扰。结语部分对未来乌兹别克斯坦外交走向作了提示性的预测,并对全文作了一些适当的补充。更多还原

【Abstract】 After disaggregation of Soviet Union, America and Russia began to contest in Central Asia region. Russia has been looked this region as her "background",furthermore as her weak"belly",so,she has been tried to maintain her influence in the region.America and west countries effort to promote NATO eastern enlargement,and to abrupt CIS,in order to enclose Russia strategily and cripple her.Uzbekistan has important strategy value and influence in five Central Asia.Russia and America both want to affect Uzbekistan heavily through cooperration with her on political,economical,security and resource fields.Because of the effect of outer world’s changment,Uzbekistan choosed a special deplomatically route after her independence.In order to realize the most country’s interest,Uzbekistan frequently sway between Russia and America.My thesis is based on the development of Uzbekistan foreign policy on Russia and America since her independence,to analyse and summarize Uzbekistan’s interest requirement,foreign policy’s characters and inner or outer factors to affect her foreign policy from different visual angle,in order to offer benefits for current study on Central Asia and Central Asia deplomacy.Preface of the thesis summarizes the role of Uzbekistan in world’s politics,and introduces several outstanding element of her geography strategical position and study situation of our country on Central Asia and Uzbekistan.The first part introduces the development of Uzbekistan’s foreign policy on Russia,her interest requirement to Russia and positive and impositive aspects to affect the relationship between Uzbekistan and Russia.The second part introduce and review the development of foreign relationship between Uzbekistan and America,her interest requirement to America and aspects to affect the relationship between Uzbekistan and America.The paper makes compararily detailed introduction and analyzation on relationship between Russia and America since"Andijan"event,and stands out the paper’s timely and aimly.The third part summarize foreign policy’s characters of Uzbekistan through listing out some special events.As for the aspacts to affect Uzbekistan’s foreign policy,the thesis summarizes three main factors:president Karimov’s personal idea on foreign policy;the restriction of Uzbekistan’s geography political environment;the changes of outer world.In conclusion part,the paper makes clue to future Uzbekistan’s foreign policy direction and offers some complements.更多还原
