【摘要】 中国自古以来就是并且现在仍然是一个农业大国,960万平方公里的土地养育着13亿华夏儿女。改革开放的深入以及经济水平的迅猛发展导致生产力水平不断提高,这使得农村原本隐藏的农村劳动力失业问题显化为农村劳动力的剩余。新疆占据全国六分之一的国土面积,境内可耕种的绿洲面积较少,耕地越来越少而人口在可见的将来还会增加,人地关系矛盾日益严重,这就迫切地要求新疆农村剩余劳动力找到出路以增加收入水平、改善生活条件。在农村劳动力转移过程中政府要扮演好其应扮演的角色,承担其应承担的职责、功能,引导农村剩余劳动力合理、有序地转移。本文将首先论述加强新疆农村剩余劳动力转移中政府行为的重要性及其意义,其次通过引用数据资料对新源县农村剩余劳动力转移的总体情况作以介绍,再分析新源县政府在农村剩余劳动力转移过程中所发挥的功能,探讨政府在剩余劳动力转移工作中不完善的方面,最后对进一步加强政府在新疆农村剩余劳动力转移中的作用给出建议。本文试图通过对新疆新源县农村剩余劳动力转移的经验进行分析,研究在此过程中政府部门应当发挥的职能,以新疆新源县农村剩余劳动力转移模式为典型向全疆范围推广经验,以利于更好地转移新疆农村剩余劳动力,提高农牧民收入水平。更多还原

【Abstract】 China has been a big agriculture country since long time ago, the 9,600,000 square kilometers lands feed 1.3 billion Chinese. With the implementing of the opening-up and reform policy and the development of economy, the level of productivity keeps on enhancing, which made the problem of unemployment in the countryside became surplus labor. Xinjiang takes the 1/6 lands of China, oases that can be cultivated are limited. Arable lands become fewer and the population will increase in the future. The contradiction between lands and people becomes more and more serious, which demands rural surplus labor of Xinjiang to find out some ways to increase earnings and improve living standards. Government should do its work to lead the process of rural surplus labor transfer. Firstly, this article will discuss the importance and significance of reinforcing the behaviors of government during the process of rural surplus labor transfer. Then, introduce the general situation of Xinyuan County by quoting data information, analyze the functions of the government of Xinyuan County and research the defective parts of government. At last, give some advice to enhance the functions of government. This article wants to analyze the experience of rural surplus labor transfer in Xinyuan County and to explore the functions of government in order to spread the experience of rural surplus labor transfer in Xinyuan County and to enhance the earnings of farmers.更多还原
