【摘要】 当今世界范围内，国内外知识产权贸易摩擦不断发生，各国对知识产权的注重与投入程度日益提高，用知识产权占领国际国内市场的制高点，已经成为许多国家和企业的首要任务。同时，中国也加紧了对知识产权的投入，并在2008年6月提出了《国家知识产权战略纲要》，使之与科教兴国战略和人才强国战略一同上升到国家战略的高度。许多兄弟省市，也借此背景纷纷推出了自己本地区的知识产权战略纲要。为此，天津市应如何依托自身资源和现状，制定好自己的知识产权战略，已经成为当务之急。为此，笔者通过全面、深入的分析专利产出能力的相关因素，为天津市专利的发展提供了可行性的建议。本课题针对专利产出的环境，在做了全面分析与调研的基础上，确定了影响专利产出的重要因素，建立了专利产出指标评价体系。并通过对构成要素的分析和相关数据统计，引入多元统计学中主成分法，创建了专利产出能力的评价模型，利用该模型，可以对任何一个地区的专利产出能力进行综合的实证分析。并以此模型为基础，分部的对该地区的专利产出现状进行剖析。最终可从宏观和微观上整体把握该地区的专利产出能力的情况。本课题是天津市哲学社会科学研究规划资助项目，它的完成将为天津地区专利工作进一步提高，提供重要的参考。更多还原

【Abstract】 In modern times，trade friction of intellectual property rights at home and abroadcontinue to occur. More and more countries and areas attach importance to patents，and also put effort on it in order to seize the top of the market. At the same time，China press on with launching into intellectual property rights. For that，Chinaproclaimed its“Outline of National Intellectual Property Strategy”in June，2008，sothat it makes the Intellectual Property Strategy，along with the Science and EducationStrategy and Talent Strategy，become the Three Strategies in China. In this case，many provinces timely released their Intellectual Property Strategy. Therefore，howwe Tianjin depend on our sources and advantages and establish own strategy becomea matter of urgency. For this，author analyzed the correlative factors roundly andconcretely，in order to supply executable advices for the patent development capacityof Tianjin.This project is aimed at the environment of patent output, after comprehensiveanalysis and study of the environment, the paper ensured significant factors thatinfluenced the patent development and established the evaluating system of patentoutput parameters. Through the analysis and correlative data statistic of thecomponents, we used one of multi-statistic methods-Principal Component Analysis toform the estimate system of the patent output which can be applied to carry throughthe demonstration research for the patent output capability of any area. Based on themodel, we can go deep into the patent development part by part. And at last, combinedwith our own resource and character, we can achieve the panorama and details of thepatent output of the area in macroscopical and microcosmic ways.This paper is one of the projects that imbursed by Tianjin philosophy and socialsciences research and planning fund.
