【摘要】 亚洲开发银行(亚行)作为亚太地区最重要的政府间国际金融组织之一,以促进亚太地区社会经济发展与合作为宗旨,其使命是帮助其发展中成员国减少贫困并改善其发展中成员国人民的生活,为亚太地区发展中成员国提供贷款和技术援助。我国于1986年3月正式加入亚行。自加入亚行以来,我国已接受亚行16.4万亿($16.4 billion)的技术援助贷款。亚行已向中国在交通运输、能源、工业、农业、水行业、环境保护、金融、社会保障、企业改革、法律和监管体系改革等行业提供了1.96亿美元的技术援助。为中国社会发展做出了很大的贡献。1994年,亚行在云南省开展其第一个项目。到目前为止,已和云南省在公路建设、电力、农业和自然资源领域开展了多项合作,包括亚行贷款项目、亚行技术援助项目,以及咨询援助。在经济全球化的背景下,云南省正面临“三大机遇”:我国加入WTO、国家西部大开发战略、中国—东盟自由贸易区建设和大湄公河次区域经济合作。本文首先对亚洲开发银行(亚行)进行深入研究,内容包括:亚行概况、亚行运行机制、亚行组织机构、亚行管理体制、亚行资金来源、亚行援助形式、亚行立项机制和贷款程序等内容。其次,研究云南省如何利用亚行资金促进自身经济发展。包括1.云南省利用亚行资金进行项目的历史和现状研究。2.目前云南省与亚洲开发银行合作的成效评估。3.未来云南省与亚洲开发银行的合作研究。采用理论研究、实证分析、案例分析相结合的方法。通过深入研究亚洲开发银行的运行机制,结合云南省与亚洲开发银行合作项目的现状及云南省本省的情况,进行实证分析。重点突出了云南与亚行合作的研究主题。对云南省与亚行合作的项目进行专项分析,提出合作中存在的问题。最后,对云南省如何加强与亚洲开发银行合作并利用亚行资金促进自身经济发展提出相应的建议。更多还原

【Abstract】 As one of the most important multilateral development financial institution of the Asia-Pacific region,Asian Development Bank(ADB) aims at improving the economic and social development of the Asia-Pacific region.Its mission is to help its developing member countries reduce poverty and improve the quality of life of their citizens.ADB provides help to its developing member countries with loans and technical assistance.The People’s Republic of China(The PRC) has been the ADB member since 1986.(?)ne PRC has received＄17.95 billion loans in total assistance since joining the ADB in 1986.ADB has provided＄16.4 billion in its technical assistance to The PRC on transportation,energy,industry,agriculture,water supply,environmental protection,finance,social insurance,enterprise reform,and law.It has made the ver. big contribution to the social development of The PRC.In 1994,ADB initiated the first program in Yunnan Province.At present.ADB has worked with Yunnan Province in its programs of loans and technical assistance including road development,electricity,agriculture and natural resource.With the economic globalization,Yunnan Province sees three opportunities:China’s entry into WTO,the Western Development Strategy and the GMS Cooperation.This thesis made the detailed study about ADB firstly,including the general summary of ADB,ADB Operations,ADB Organization,ADB Management.ADB Financial Resources,ADB’s Assistance,ADB Loans.Secondly,the paper focused on the use of loans of ADB in developing programs which helps to encourage the economic growth in Yunnan province.It fell into three parts:1.the history and the current situation of the cooperation between ADB and Yunnan Province 2.the evaluation on the cooperation between ADB and Yunnan Province 3.the study of the cooperation between ADB and Yunnan Province in the future.The research approach of this thesis is a combination of theoretical study,empirical analysis and case study.This thesis made empirical analyses with both ADB operations and the current situation of the cooperation between ADB and Yunnan Province and gave top priority to the topic,the cooperation between Asian Development Bank and Yunnan Province. It analyzed projects worked with ADB in Yunnan Province one by one and indicated problems on the cooperation.Finally,this thesis made suggestions on how Yunnan province uses the ADB loans to implement programs for its economic development.更多还原
