农村剩余劳动力转移中的政府职能研究

【摘要】 农村剩余劳动力转移是社会和经济发展的必然规律,是我国实现现代化和工业化的必然趋势,也是国民经济现代化能否加快步伐实现和全面建设小康社会的关键性问题,更是关乎农民增收,我国经济、社会稳定以及可持续发展的重大问题。因此,妥善解决农村剩余劳动力转移问题,有利于实现我国农业的可持续发展,推进整个国家的现代化以及实现全国人民的共同富裕,与此同时还是构建社会主义和谐社会的基础和前提。为了探讨农村剩余劳动力转移与政府职能,特别是地方政府职能的内在联系,本文从现有的关于农村剩余劳动力转移的文献、有关理论和模式,美国、英国、日本政府在农村剩余劳动力转移中所发挥的作用等方面入手,在学习和借鉴他们经验的同时,更重要的是从我国国情出发,具体结合遵义市实际情况来研究农村剩余劳动力转移中政府职能定位的现状。通过对遵义市的一个全国贫困县,一个经济发展水平在遵义市处于中等的县,一个全国新农村建设示范点作为案例来说明。然后根据相关数据资料和现实情况,对遵义市政府引导农村剩余劳动力转移过程中的障碍因素试图通过AHP方法来分析,并找出遵义市政府在农村剩余劳动力转移中职能存在的不足。最后提出转变政府职能、促进遵义市农村剩余劳动力有序转移的对策建议。更多还原

【Abstract】 The transfer of rural surplus labor force is the natural result of the economic and social development, the inevitable trend following China’s industrialization and modernization, and a critical issue concerning the building of a well-off society and accelerating the pace of modernization of the national economy. And it is closely related to the farmers’income, to China’s economic and social stability and sustainable development. Therefore, proper handling of this issue will help achieve sustainable agricultural development, promote the modernization of the country as a whole and the realization of common prosperity of people across the country, and at the same time it is also the prerequisite and foundation of building a harmonious socialist society.In order to explore the internal relationship between the transfer of rural surplus labor force and the functions of governments’, especially of the local government’s, this paper studies the status quo of the government’s function in this process based on related literature, theories and models and the roles the governments of the United States, the United Kingdom, Japan have played respectively during this process in their own country, taking into account our national conditions, and citing Zunyi City as a specific sample. Three case studies have been made:a poverty-stricken county, a county ranked middle in economy in Zunyi City, and a national new rural development model county. The obstacles Zunyi municipal government has encountered in the process have been analyzed by AHP method based on the relevant data and facts, and the shortcomings in the function of Zunyi municipal government have also been pointed out. Finally, some countermeasures and proposals have been made as to how to change the government’s functions and guarantee an order transfer of rural surplus labor force in Zunyi.更多还原
