【摘要】 城市的快速发展促进了城市交通基础设施的建设,由此所带来的施工期的路网的交通供求不平衡,导致交通拥挤加剧、交通事故增多、城市环境恶化、能源消耗增加等问越来越受到重视。如何缓解施工期所产生的这些负面影响,提高施工期的交通安全和保障周边路网交通运行效率具有重要意义。首先,结合城市道路施工工程的性质及其特点,分类总结了不同道路施工类型的施工形式、优缺点及其对交通的影响程度,并概括了道路施工区安全管理现状,指出了影响安全的潜在因素。根据道路施工区的基本组成要素,对施工区的人、道路、车辆、交通事故和环境等因素的变化特性进行了分析,并在定性分析确定施工对交通影响范围的基础上,对影响交通安全的参与者、道路条件、道路设施因素和外界环境条件进行了详细分析,为具体的安全措施和交通组织方案提供基础。然后分别从道路施工区及影响区域两个方面研究了施工期交通组织原则,从分级限速对策、交通安全对策和交通组织对策三个角度分析了适用于施工区内人、车、路及影响区域内的交通组织方案和设计内容。最后结合宁波市某城市道路改建施工的建设实例,结合项目特点和周边交通环境情况,依据上述理论、原则和方法,对其进行了交通组织与安全对策分析。交通组织主要从社会车辆、施工车辆、行人、公交和非机动车等交通参与者进行优化设计;交通安全措施主要从限速设计、交通安全施工标志布设位置与顺序等方面进行,并给出了详细的交通安全与组织设计图。更多还原

【Abstract】 The fast urban development promotes the municipal transportation infrastructure construction,which breaks the balance between the construction period road network’s transportation supply and demand,and causes the traffic congestion to intensify,the traffic accident to increase,the urban environment to worsen,the energy consumption to increase and so on to ask that receives more and more takes seriously. How to alleviate these negative influences which the construction period produces,enhances the construction period the traffic safety and the safeguard peripheral road network traffic circulation efficiency has the important meaning.First,unified the roadbuilding project the nature and the characteristic,the classification summarized the different roadbuilding type construction form,the good and bad points and to the transportation the influence,and summarized the roadbuilding area safety control present situation,has pointed out the influence security latency. According to the roadbuilding area’s basic component elements,to construction factor and so on area’s person,path,vehicles,traffic accident and environment change characteristics has carried on the analysis,and in the qualitative analysis determination construction to the transportation area of influence’s foundation,to the participant who,the path condition,the path facility factor and the external environment condition affected the traffic safety has carried on the multianalysis,provided the foundation for the concrete security measure and the transportation organization plan.Then separately and affected the region two aspects from the roadbuilding area to study the construction period transportation organization principle,from the graduation regulating countermeasure,the traffic safety countermeasure and the transportation organization countermeasure three angle hosts analyzed has been suitable for the construction area wife,the vehicle,the road and affects in the region the transportation organization plan and the design content.Finally unifies the Ningpo some path reconstruction construction the construction example,the union project characteristic and the peripheral transportation environment situation,rests on the above theory,the principle and the method,has carried on the transportation organization and the security countermeasure analysis to it.
