政府绩效指标体系建立的前提与基础:广泛参与和有序参与

【摘要】 经过30年的改革开放,我国社会既取得了显著的发展,也积累了不少矛盾,有些矛盾甚至以极端的方式寻求解决的方法。产生这些矛盾的很重要的一个原因是政府由于“组织私利”和公共利益的矛盾而形成的“双重组织人格”,导致了政府的行为偏离了其正常的轨道,影响了我国经济、政治、社会等方面的顺利发展。为了有效约束和引导政府行为,上世纪九十年代,绩效管理被引入进我国,并在理论研究和实践探索上取得了初步进展。然而,一方面,我国政府绩效管理的研究与实践侧重于技术层面,缺少政治视角的思考;另一方面,作为政府绩效管理的首要环节和关键要素,政府绩效指标体系的建立过程仍缺乏深入细致的研究。基于此,本文通过对广泛参与和有序参与的探讨将以上两者相结合并形成抽象的模式。本文首先通过对政府、政府绩效、政府绩效指标这三者特殊性的探讨,以政府所具有的“双重组织人格”为切入点,以政府绩效及其指标特殊性为基点,分析了广泛参与对于政府绩效指标体系建立的基础性和前提性的作用。其次,通过对博弈、社会转型、制度建设的分析,从源起、背景、保障与促进三个方面探讨了有序参与对于政府绩效指标体系建立所起的基础性和前提性的作用。在对广泛参与和有序参与相互关系分析的基础上,结合对于博弈过程与技术过程相平衡的分析,本文建立了人大主导下的,公民、政府、组织充分参与的政府绩效指标体系建立模式。通过这一模式的建立,希望能为我国政府绩效管理的完善与发展有所助益。

【Abstract】 After 30 years of reform and opening up, our society has made significant development, but also accumulated a lot of contradictions, conflicts and even some way to seek extreme solutions. These contradictions have a very important reason is that the Government as a result of "organizational self-interest" and the contradiction between public interest and the formation of a "dual personality organization," led to the conduct of the government deviated from its normal track, the impact of China’s economic, political, social the smooth development of such areas.In order to effectively discipline and guide the government’s actions, the last century, the nineties, was the introduction of performance management into our country, and in the theoretical study and practical exploration on the initial progress has been made. However, on the one hand, the Chinese Government Performance Management research and practice focus on the technical level, the lack of political thinking perspective; On the other hand, performance management as a government and a key element of the primary link, the Government performance indicators system is still a lack of depth and meticulous process research. Based on this, this article through broad participation and orderly participation of the above combination and the formation of an abstract pattern.In this paper, through the Government, the Government Performance Government performance indicators of the specificity of these three, the government has a "dual personality organization" as the entry point to the special nature of government performance and its indicators-based analysis of the broad participation of the Government performance indicators system and the establishment of the basic premise of the role. Secondly, through the game, social transformation, system analysis, starting from the source, background, security and the promotion of three aspects of participation in an orderly system of performance indicators for the Government since the establishment of the foundation and prerequisite for the role. In broad participation and orderly participation in the analysis of mutual relations based on the combination of process and technology for the process of game equilibrium analysis, this paper under the auspices of the National People’s Congress, the citizens, governments, government organizations to participate fully in the establishment of model performance indicators system. Through the establishment of this model and hope for our government to improve performance management and development help.
