【摘要】 畜牧业是陕西农业发展的三大主导产业之一。近年来,陕西畜牧业发展速度加快,但陕西畜产品质量安全问题比较突出。因此,对陕西畜产品质量安全体系问题进行深入研究,探析陕西畜产品质量安全体系的运行机制,寻求畜产品质量安全管理切实可行的措施,对于促进陕西畜产品产业升级具有非常重要的现实意义。本文在阐述畜产品质量安全理论的基础上,运用实证分析与规范分析相结合的方法,深入分析了陕西省质量安全体系建设的现状分析,剖析了陕西省畜产品质量安全体系建设及其运行管理存在的问题及其原因,系统研究了陕西省畜产品质量安全体系构建的思路和具体内容,探讨了畜产品质量安全体系的运行机制,在此基础上提出了建立和完善畜产品生质量安全体系的具体政策措施。第一章,绪论。主要阐述本文研究的背景、目的和意义,并对国内外研究状况进行综述,提出本文的研究思路、分析方法以及可能创新之处。第二章,畜产品质量安全体系的理论基础。主要阐述了畜产品质量、畜产品质量安全的概念,对研究中所运用的基础理论进行了概述。第三章,陕西省畜产品质量安全的现状分析。深入分析了陕西省畜产品的发展现状、质量管理和质量安全体系现状,剖析了陕西省质量安全体系中存在的问题及其成因。第四章,国外畜产品质量管理及其安全体系建设的经验及借鉴。分析了国外质量安全管理的现状、模式和安全体系建设,并总结归纳了主要经验,提出了可借鉴之处。第五章,陕西省畜产品质量安全体系的构建。首先指出了建设陕西省质量安全体系的重要性,其次阐述了陕西省质量安全体系构建的基本原则和主要内容,最后分析了陕西省质量安全体系的运行机制。第六章,陕西省畜产品质量安全体系建设的对策建议。从加强畜产品安全制度建设,建立健全陕西省动物疫病的防疫体系和加大畜产品质量安全科研投入等方面提出了建议。更多还原

【Abstract】 Livestock is an important part of the national economy, the association is a wide range of important basic industries. In recent years, the declining quality of livestock products, domestic and foreign-related security incidents an endless stream of animal products, posing a serious threat to human health. Therefore, the safety of animal products by the community as a whole attaches great importance. Shaanxi Province is China’s important production base for animal products, in contrast abroad and the developed state of the quality and safety of livestock products, animal products in Shaanxi in the quality and safety issues outstanding. Therefore, in Shaanxi Province in animal products quality and safety management system in-depth study of problems, find practical animal product quality and safety management measures to promote the quality and safety of animal products has been effectively upgrade, has very important significance.This paper from China’s present situation of the quality and safety of livestock products, animal product quality and safety of the theory expounded on the basis of the quality of Shaanxi Province through the security system of the status quo, and Shaanxi Province and the national system of quality and safety of comparative analysis, to find animal products in Shaanxi Province Construction of the quality and safety management system of ideas and specific content, and proposed the establishment of livestock production and quality and safety system of practical policies and measures.Chapter I , Introduction.
