【摘要】 当前,构建和谐的警民关系,是梅州公安机关贯彻落实执法为民的重要思想,实践全心全意为人民服务宗旨的现实要求;是完成公安工作任务和目标,促进公安工作可持续发展,构建和谐平安梅州的客观需要。梅州的和谐稳定、梅州公安事业的建设和发展离不开全市广大人民群众的支持,离不开和谐警民关系的建设。梅州公安机关准确把握和谐警民关系的基本内涵,正视当前影响和谐警民关系的因素,进一步树立“民本化”的警务意识,切实加强警察公共关系建设,充分履行好保一方平安的职能,全力维护社会的公平与正义。本文对警民关系与和谐警民关系进行了全面的概述,对梅州警民关系的历史状况进行了分析,剖析了影响梅州和谐警民关系的环境因素和主、客观因素,提出了构建梅州和谐警民关系的多种措施。全文内容共分五章:第一章为绪论。通过西方警务发展的各个阶段警察与公众关系的演变过程,揭示了警民关系在公安工作中的重要地位,并简要地概括了中、西方警民关系研究的现状和进行了扼要的评述。第二章为警民关系与和谐警民关系。主要从警民关系的概念入手,对警民关系结构进行探讨和分析,包括涵义、要素和基本属性分析等,并对和谐警民关系特性进行了分析,力求对警民关系与和谐警民关系本身有个全面清楚的了解和把握。第三章主要对梅州警民关系状况进行了分析。大体按照新中国成立前后—“文革”时期—改革开放的顺序,对各个时期梅州警民关系状况作出客观、准确的描述和评价。同时,提出梅州警民关系存在的问题。如警民关系出现明显疏离的迹象;群众对警察了解不够,抱怨和指责增多;警民双方权利和义务的关系还不够均衡;警方的思想观念和能力在某些方面不适应警民关系发展的要求等。第四章是对当前影响梅州警民关系的因素进行深层次分析,包括从环境层面上的分析(包括从法律法规层面上、文化层面上、经济因素层面上、政府层面上等)、从警民关系主体公安机关上分析、从警民关系客体社会民众上的分析,力求找准影响梅州警民关系的症结。第五章是提出建设和谐梅州警民关系的途径和措施,如警民关系建设应纳入法制化轨道;政府要为和谐梅州警民关系建设塑造良好的社会氛围;作为警民关系主体的公安机关,应首先实现理念上的重大转变,用和谐的理念统领警民关系建设,站在巩固执政党地位的高度重新审视警民关系;培育良好的警营文化,树立为民服务的核心价值观;强调服务关系,夯实和谐警民关系的根基;深化公安体制改革;构建和塑造警察文化;强化警察公共关系建设,从而实现警民合作互动,真正走出一条和谐警民关系建设之路。更多还原

【Abstract】 At present, construct harmonious relationship of people and police is objective requirement that the public security organ of Meizhou city carry out and implement important thought of law enforcement for the people, practice the aim of serve the people wholeheartedly, complete the task and target of public security work, promote sustainable development public security work and construct harmonious and peaceful Meizhou. The harmony and stability and construction and development of the public security cause in Meizhou city can not be away of the support of the full city people and the construction of harmonious relationship of people and police. The public security cause of Meizhou accurately grasp the basic connotation harmonious relationship of people and police and envisage factors of harmonious relationship of people and police. Also it set up further people-oriented awareness of police service and strengthen construction of public relations so as to perform fully the function protecting local peace, maintain level best social fairness and justice.In this paper relationship of people and police and harmonious relationship of people and police had been fully summarized. The historical situation relationship of people and police of Meizhou city had been analyzed. The environmental factors and subjective and objective factors affecting harmonious relationship of people and police had been analyzed also. Various measures to construct harmonious relationship of people and police of Meizhou had been put forward. The all paper includes five chapters.The first chapter is exordium. Relationship between police and residents occupy very important position in the public security work by the evolution process of relationship between police and residents in each period of west police development. Present situation of Chinese and western relationship between police and residents is generalized and reviewed briefly.The relationship and harmonious relationship between police and residents were summarized in the second chapter. Structure of relationship between police and residents is discussed and analyzed, including meaning、basic attribute、key elements、location and so on. Besides, the properties of harmonious relationship between police and residents were analyzed to comprehensively understand relationship and harmonious relationship between police and residents.The situation of relationship between police and residents of meizhou in each period was described, analyzed and evaluated according to the sequence of Pre and Post founding of new China (the cultural revolution times-reform and opening period) in the third chapter. Meanwhile, the problem existing in relationship between police and residents of meizhou is presented. For examples, evidence of inexactness appears in relationship between police and residents; the mass understand police incompletely, therefore, they complain and rebuke police sometimes; the relationship of rights and obligation between police and residents is not balanced still; the concept and ability of police is not adapt to the development of relationship between police and residents, etc.The effect on relationship between police and residents of meizhou was analyzed deeply at present in order to find the crux in the forth chapter. The factors include environment level (laws and regulations level、institutional level、economic factors level、government level, etc), public security organs and social public.Measures and ways is proposed establishing harmonious relationship police and residents of meizhou in the fifth chapter, for examples, construction of the relationship should brought into legal system orbit; government should create good social atmosphere; public security organs must change concepts first and command construction of the relationship between police and residents by harmonious idea, furthermore, survey relationship police and residents renewedly grounding on the height of consolidating the leading status; cultivating good police culture and setting up core values of service for people; emphasizing service relationship and tamping foundation of harmonious relationship; deepening reform of police system; constructing and moulding police culture; strengthening the building of police public relations and realizing positive interaction between police and residents.更多还原
