【摘要】 国民党河北省政府,以接收的原日系农场土地为基础,在天津周边地区建立官办农场,由河北省合作农场实验所和河北垦业(合作)农场两大机构以合作名义管理经营。农场除个别采取雇佣劳动外,绝大部分将土地出租给农户经营,资金也以国家财政支持为主。国民党政府财政困难,导致农场经费奇缺,对农民的技术指导等支持流于形式。加之以行政指挥经济,官僚主义、形式主义盛行,效率缺乏等,其经营最终归于失败。官办农业的种种弊端,充分暴露了国民党政权国家资本主义对农业控制渗透的失败。更多还原

【Abstract】 Kuomintang Hebei Provincial Government, with utilization of the fields taken over from the former Japanese farms, established plenty of state-run cooperative farms around the area of Tianjin, which were run by two major organizations, Hebei Cooperative Farm Institute and Hebei Cultivation (Cooperative) Farm. Financed by the government, most of the farms recruited tenant peasants for cultivation, while some specific one adopted employment. Owing to Kuomintang government’s financial deficiency, these farms were extremely short of funds. Because of that, the farming technical guidance and support did not work well. Besides, inefficiency, formalism, rife bureaucracy and political authority’s dominance over economy all contributed to the managerial failure of the farms. All the maladies above fully revealed the failure of Kuomintang national capitalistic control over the agricultural field.更多还原
