【摘要】 社会养老保险制度是我国社会保障体系中最核心、最关键的组成部分,完善和健全社会养老保险制度直接关系到国民经济的可持续发展,对稳定和促进社会经济繁荣、建立社会主义和谐社会具有重要意义。在我国现阶段,基本养老保险制度呈现明显的城乡分割特征,这不仅阻碍了城乡一体化的进程,还容易导致社会、政治整合度差,引起社会的不安定因素。因此,城乡养老保险制度的整合问题已引起国内外学者的广泛关注,西方发达国家和国内一部分经济发达地区也开始在实践中摸索社会养老保险制度的城乡整合之路。常熟市在城乡养老保险制度的整合方面起步比较早,积累了一定的经验,但同时也暴露出一系列问题:整合的起点过高,时间过紧;只设置“农保”转“城保”的单向通道;城乡养老保险制度的转移接续办法不合理;补差标准过高以及“农保”养老金计发方法滞后等,影响了养老保险制度城乡整合的进一步深化。本文在提出上述问题的基础上,介绍了国内外一些先进的城乡养老保险整合案例,如日本公共年金制度的一体化,北京市通过实行弹性缴费和建立城乡衔接通道等措施实现城乡养老保险制度的衔接和互转,“太仓模式”统筹城乡养老保险制度以及河北省迁安市在城乡养老保险制度对接过程中的成功经验,这些都为常熟市加快养老保险制度的城乡整合提供了宝贵的经验与借鉴。基于常熟市在城乡养老保险制度的整合方面存在的问题,在借鉴国内外一些养老保险城乡整合成功案例的基础上,为有效地促进常熟市养老保险制度城乡整合的进程,本研究认为,必须有计划、有步骤地逐步推进城乡养老保险制度整合,切忌操之过急;必须确定公平合理的“农保”转“城保”转移接续办法和补差标准;必须改革“农保”计发办法,提高“农保”待遇,与“城保”调整同步,从而建立起“城保”、“农保”、征地保障三位一体的社会养老保险体系,实现城乡一体化。更多还原

【Abstract】 As the most significant core in the Social Security System of China, the improvement of the endowment insurance has been a direct drive to the sustainable development of the national economy with a view to stabilize and promote a harmonious society. Recently, the basic endowment insurance system has borne a clear segregation between the urban and rural areas, which has not only impeded the urban-rural integrating process, but also brought about the dissimilarity and instability in the society. So far, this problem has drawn extensive attention from home and abroad, which has encouraged the western countries and some of our advanced regions to grope their ways towards an ideal system.Changshu, although taking an early step in the integration program and winning some experience, has still exposed with a series of problems: high starting point but with short time period; one-way passage from transferring rural old-age insurance to urban pension insurance; unscientific transferring procedures; overcharged compensation standards and the backward distribution of the rural old-age insurance, and ect. All of those have slowed down the further integrating process of the endowment insurance system.Based on the above problems, this paper will introduce some advanced cases in urban-rural insurance integration, which could be used for reference in Changshu: like the public pension integration in Japan, the connection and transformation of the urban-rural insurance system in Beijing through the establishment of the flexible payment and the connecting passages,“Taicang model”of planning the town and country as a whole, and the successful experiments taken place in Qian’an city of Hebei province which managed to link up the endowment insurance in the city and countryside.To achieve the sufficient process in the integration of the Changshu’s endowment insurance, promoting with sound plans and appropriate methods, standardizing the transferring procedures and compensation standards fair and square, reforming the distribution methods of“rural old-age insurance”and improving the payment of the rural insurance to keep up with the urban pension insurance is a big must. So that the trinity of“rural old-age insurance”,“urban pension insurance”and land protection in the social endowment insurance and the integration of the urban and rural areas will be realized in the most rewarding direction.更多还原
