【摘要】 近年来,随着全球水资源的日益短缺和水环境的急剧恶化,各国都越来越重视水资源的开发利用效率和水环境的有效保护,努力提高水行业的总体管理水平。水务规划作为水行政管理的前期基础工作,对科学治水、合理管水、节约用水具有重要的指导意义和作用。目前,全国部分主要城市相继开始实施水务一体化管理。由于这种管理模式在国内尚处在起步阶段,在水务规划管理方面还存在种种问题,影响了水行政管理效率的发挥。因此,针对目前水务规划管理中存在的问题开展相关研究是实践科学发展观,推动上海经济社会又好又快发展的需要;是统筹“安全、资源、环境、景观”,推动水务事业全面发展的需要;也是优化水务规划管理方法,提高水务规划管理效率的需要,具有积极的现实意义。本文从上海水务规划管理的现状出发,通过运用调查研究法、理论与实践结合研究法、跨学科研究法、案例分析法和比较法等科学研究方法,分析了目前上海水务规划管理中存在的主要问题,并针对这些问题,提出了提高水务规划管理水平的切实可行的对策建议。论文主要包括五个部分:论文的第一部分是绪论部分。主要指出了本研究的目的和意义;介绍了论文的研究思路、研究方法和主要内容。论文的第二部分介绍了水务规划管理研究的理论基础。主要是通过经济学原理对水务规划管理行为进行经济学分析,寻找科学合理的水务规划发展方向;通过对公共政策规划理论分析,试图揭示规划管理中规划方案选取环节的普遍规律,从而在规划管理中正确选择规划方案;此外,科学发展观是中国特色社会主义理论体系的重要组成部分,是否坚持以科学发展观为指导,直接决定了水务规划管理目标的正确与否。论文的第三部分是国内外水务规划管理综述。对国内外在水务规划管理方面的进展情况进行了描述。论文的第四部分对上海水务规划管理的现状进行了分析。对上海水务一体化管理的各个发展阶段进行了回顾,并按照时间顺序对水务规划管理的发展进行了描述,总结了水务规划管理在水务一体化发展的背景下取得的成绩。论文的第五部分分析了目前上海水务规划管理中存在的问题。主要从规划质量、规划体系、规划执行力、规划人才队伍建设等方面指出了上海水务规划管理中尚需完善和提高的问题,并分析了存在问题的主要原因。论文的第六部分针对第五部分中提出的问题和分析的原因。提出了提高上海水务规划管理水平的对策和建议,为管理部门提供实际工作参考。本论文的创新点主要有:1、提出制定水务规划编制技术导则;2、提出制定水务规划审查标准;3、针对目前《公务员法》实施细则尚未出台的实际,提出规划管理等技术人才实施技术化管理的建议。更多还原

【Abstract】 In recent years, with the increasing global water shortages and rapid deterioration of water environment, all countries are more and more attention to the efficient of the utilization of water resources and protection effectively of water environment, and strive to improve the level of management about water. As a basic work, Water planning is an important guiding significance and role to Governance of water disasters scientifically, managing water reasonably and water conservation.Currently, some of the major cities began to the integrated management of water. As a result of this management model has just started in China, there are still many problems affecting the efficient of water management. Therefore, the research about the water management has practical significance.This article starts from the current situation of Water Planning and Management in Shanghai, uses such as survey research method, theory and practice research, interdisciplinary research, case studies and comparative research methods etc, analysis of the main issues about the management for water planning in Shanghai, and find the countermeasures and suggestions to improve and management level about water planning. This article includes six parts:The first part is part of the Introduction. the research ideas, methods and main content are introduced.The second part introduces the theoretical basis of the management for water planning, including the economics, the planning theory of public policy analysis, and the concept of scientific development.The third part points out the purposes and significances of this study.The fourth part analyzes of the status management for Shanghai water planning, describes the development of the management for Shanghai water planning, and of quo of the integrated management of water supply in Shanghai stage of development were described, and in accordance with the time sequence of water planning and, summed up the achievements of the management for water planning in shanghai.The fifth part analyzes the problems about the management for water planning in Shanghai. The problems exists the stages such as the quality of planning, planning system, planning execution, human resources of plannin, and analysis the main reasons.According to the problems has been proposed in the fifth part, the sixth part find the countermeasures and suggestions to improve and management level about water planning.The innovation of the dissertation is revealed in the following several points:Bring up formulating the technical guidelines about the development of water planning;Bring up formulating the standards about the assessment of water planning;Suggesting the civil who engaged in technical work is manage on the order about Technical personnel更多还原
