【摘要】 我国是当今最大的发展中国家,又是人均资源占有量相对落后的国家,严酷的国际竞争环境,代价日趋昂贵的资源开发,相对贫乏的教育资源,要持续发展,要有不竭的动力和活力,既不能扩张掠夺,也不能完全依靠国际市场,只有战略转移,尤其是教育的战略转移,实施“科教兴国”的战略,走区域教育资源共享的道路。随着高等教育大众化进程的不断加快和竞争与合作的增强,区域高校通过资源共享机制的构建,在高校之间以及高校与其他组织之间形成一种稳定的长期的合作关系,实现优势互补与资源共享,增强办学实力和核心竞争力,既是高校加快自身发展的内在需求,也是大众化条件下高等教育发展的必然选择。全文共分为四章:第1章主要由选题的背景和意义、国内外研究现状、研究的思路和主要内容、研究的方法及可能的创新点四个部分构成。第2章论述了构建区域高等教育资源共享机制的必要性,当前我国区域高等教育共享取得的成就,并指出我国区域高等教育资源共享机制存在共享意识淡薄,管理观念滞后、协调管理组织体系不健全,综合协调能力弱、资源共享信息渠道不畅通、参与主体不足,未形成大社区资源共享机制等问题。第3章着重对构建区域高等教育资源共享机制的理念和具体原则进行了阐述。指出构建区域高等教育资源共享机制必须坚持创新原则、讲求实用原则、质量效益原则、目标适度原则、体现特色原则。第4章则从完善区域高等教育资源共享的政策保障机制、加强区域高等教育资源共享的政府宏观调控机制、健全区域高等教育资源共享的管理保障机制、夯实区域高等教育资源共享的技术保障机制和细化区域高等教育资源共享的高校微观运作机制等五个方面探讨了构建区域高等教育资源共享机制的具体对策。更多还原
