【摘要】 两千年来,中国历史的政治主题之一就是追求社会公正,在现代化的今天这一主题依然未变。当前,社会公正在一定程度上的缺位对社会主义和谐社会建设造成了不利影响。因而,采取得力措施努力实现社会公正对建设社会主义和谐社会意义深远。本文立足于政治发展视角,以社会公正理论为依托,就我国政治发展进程中所面临的公正缺失与危机进行综合全面的分析,对中国政治发展进程中的不公正问题现状、成因进行了分析,着重分析了社会不公正问题产生的政治原因,并提出了相应的解决对策。首先从实现社会公正对建设社会主义和谐社会的重要意义视角对公正问题的研究缘起和研究意义进行了阐释;接着根据国内外的研究现状,分别从社会公正概念的伦理学、哲学、政治学界定,关于社会公正的基本理论问题的探讨,中国社会结构变迁与社会分层研究中的公正问题等方面对公正理论进行了系统的梳理。根据对公正的内涵、公正的类型、公正与平等的关系、公正的原则的分析,明晰了公正与政治发展辨证关系中的核心概念,坚持社会公正的价值取向,把社会公正作为制度首要的政治价值,制度设计、制度创新都以公正为尺度,对于和谐社会的构建和当代中国的政治发展有着重大的理论和现实意义。对于当代中国政治发展中的不公正问题主要从收入分配差距过大、社会保障制度尚不完善、权力寻租、行政程序有失公正、弱势群体边缘化等方面进行阐述。然后,从经济体制改革与政治体制改革失衡、公正价值取向理解偏颇、公共权力监督与制衡匮乏、法治建设中程序公正不足、弱势群体利益表达机制不完善等方面给出了当代中国政治发展中不公正问题的政治成因。最后,针对中国政治发展中存在的不公正问题,从深化政治体制改革,完善现代政府治理机制、深化收入分配制度改革、加大宏观调控力度、注重制度公正、大力发展社会主义民主政治、扩大公民有序政治参与、加强政治资源的整合与优化配置、完善社会保障体系、提高中国共产党的执政权威、坚守社会公正的价值取向等角度提出了具体的解决对策。更多还原

【Abstract】 For two thousands years pursuing political justice has been one of political themes even in modern today. Currently, there are society justice vacancies in a certain extent, to the prejudice of the construction of harmonious socialist society. Therefore, it is profound for the building the harmonious socialist society to adopt efficient measures to realize society justice.In light of the perspective of political development and basing on the society justice theory, the justice deficiency and crisis in the process of our politics development are analyzed comprehensively. The present situation and reasons about the injustice problem during the process of Chinese Politics Modernizations are interpreted. The political reason of society injustice and its influence on our politics modernization are emphasized. In addition, the relevant countermeasures are presented.Firstly, the research origin and significance are illuminated based on the important meaning of realizing society justice for building harmonious socialist society, and then according to the research present situation at home and abroad, the systematical arrangements are done respectively from ethnics、philosophy and politics definition about society justice concept, the investigation on the basic theory for society justice, the justice problem in the research on China society structure change and society hierarchy, etc aspects. The core definitions in the dialectics relation between justice and politics development are resolved. There are some injustice problems during the political development of contemporary China. These manifest in the following: A overlarge gap in income distribution, the imperfect social security system, the conduct of authority rent seeking, the injustice administrative procedure, the marginalization of social vulnerable groups. Then, the reasons in politics are presented from some aspects, such as the imbalance in system reform between economic and political, the imperfect in political system, the biased understanding on justice value orientation, the imperfect mechanism of restraint and oversight public power, the short procedure justice in promoting the rule of law and the imperfect benefit expression mechanism of social vulnerable groups. Finally, aiming at these injustice problems, some concrete countermeasures are put forward, and they are as follows: Deepen political system reform. Improve the modern government treatment mechanism. Deepen reform of the income distribution system. Increase intensity of macroeconomic regulation. Pay more attention to system justice. Boost socialist democracy. Expand citizen’s participation in political affairs in an orderly way. Strengthen the conformity and optimization distribution of political resources. Improve social security system. Enhance the Communist Party of China(CPC)’s governance authorities. Hold the value orientation of social justice.更多还原
