【摘要】 区域开发环境影响评价研究是环境科学的前沿领域。区域开发的环境影响评价着眼于在一个区域内如何合理规划和建设,强调把整个区域作为一个整体来考虑,其环境影响的评价重点在于论证区域内建设项目的布局、结构和时序,同时也根据区域环境的特点,对区域的开发规划提出建议,并为开展单个项目的环境影响评价提供依据。我国批准的各类开发区已很多,它们规模大,效益显著,在环境保护上也产生一系列特殊问题,客观上需要区域开发环境影响评价的理论和方法在实践中不断地发展和完善。本论文采用《开发区区域环境影响评价技术导则》中提供的技术方法对国家级兰州经济技术开发区开发建设进行了环境影响评价研究,评价研究的主要内容集中在以下几个方面:1.系统综述了开发区区域环境影响评价技术的发展应用。2.考察兰州经济技术开发区开发发展背景和开发现状,明确兰州经济技术开发区环境保护目标和评价研究标准。3.对兰州经济技术开发区区域环境质量现状进行分析评价,分析评价兰州经济技术开发区开发规划方案;预测兰州经济技术开发区建成后污染物排放量,并对兰州经济技术开发区污染物排放对周边环境的影响进行预测评价,提出兰州经济技术开发区开发建设环境保护措施;计算兰州经济技术开发区达到发展目标后污染物排放总量、总量控制指标和兰州经济技术开发区环境容量;对兰州经济技术开发区规划合理性进行分析,提出环境管理与监控计划,总结兰州经济技术开发区环境影响评价结论。4.兰州经济技术开发区环境影响评价结果表明,在采取有效环境保护措施的前提下,兰州经济技术开发区的建设具环境可行性。这也为兰州经济技术开发区环境管理提供了有效的环境管理依据。通过本论文的实证评价研究,研究成果表明开发区区域环境影响评价的需要解决评价对象的三大根本问题是:1.根据区域环境功能区划要求,评估开发区现有环境质量现状和环境承载能力,提出污染物总量控制指标,为开发区编制总体规划提供科学依据。2.合理选择开发区排污口和建设集中供热、集中治理措施,在开发区内实行环境综合整治和污染物集中控制。3.通过开发区区域环境影响评价,简化开发区内规划项目的环境影响评价,在保证环境质量的前提下,加快开发区的开发建设。更多还原

【Abstract】 The study of environmental impact assessment of regional development is the frontier field of environmental science. With a view to the logical layout and construction in one region, the environmental assessment of regional development emphasizes that the whole region should be considered as a integrated unit with its emphasis on demonstrating the layout, structure and scheduling of the building projects in a region. Meanwhile, the assessment also puts forward the advice on the development layout in a region and provides foundation of individual project according to the characteristics of certain regional environment. Many development zones have been granted, they are big in size and have won great benefits but have caused a series of problems on environmental protection which cause the theories and methods of environmental impact assessment of regional development to be developed and perfected in practice objectively. Adopting the techniques and methods provided in the guideline for the Techniques of Regional Environmental Impact Assessment in Development Zones, the essay has a research on the environmental impact assessment of the development of Lanzhou Economic and Technical Development Zone. The research has the following aspects:1.Has a systematic summary of the development and application of the techniques of region environmental impact assessment in development zone.2. Has a research on the development background and development status in quo of Lanzhou Economic and Technical Development Zone, nails down the goal of environmental protection and assessment research criteria of Lanzhou Economic and Technical Development Zone.3.Has an analysis and judgment of the status in quo of the environment quality of Lanzhou Economic and Technical Development Zone and its development program; forecasts the pollutant discharge after the Zone is founded and the impact that the pollutant discharge has on the neighboring environment, puts forward the measures of its environmental protection; figures out the overall pollutant discharge after the goal is achieved, guideposts of the overall discharge, environmental capacity of the Zone; has an analysis of the rationality of the layout of the Zone, puts forward the program of environmental management and monitoring and has a conclusion of the environmental impact.4. The assessment of the environmental impact of Lanzhou Economic and Technical Development Zone shows that with the precondition of effective protection measures, the construction of the Zone has its feasibility which provides effective environmental management foundation of the management of Lanzhou Economic and Technical Development Zone.Through the study of empirical evaluation, this thesis shows three basic issues of dealing with evaluation objects in evaluating the effect of regional environment in development zone, they are:1.In accordance with the requirements of the functional division of regional environment, it is necessary to evaluate the current status of environmental quality and the carrying capacities in development zone, put forward the total control index of pollutants, and provide scientific data in deciding the overall layout of development zone.2.Choose reasonably sewer outlet and construct central heating and central managing measures, practice comprehensive renovation of environment and central controlling of pollutants in development zone.3.Through the evaluation of the effect of regional environment in development zone, it is aimed to simplify the evaluation of the effect of environment of the programming items in development zone and fasten the steps of development construction of development zone with the precondition of guaranteeing environmental quality.更多还原
