基于生态承载力的陇东地区城镇体系研究

【摘要】 随着经济全球化趋势的不断加强,我国城镇进入快速发展时期,如果没有合理的规划和布局必然会造成资源、资金的大量浪费,更甚者会给生态环境带来压力,制约可持续发展的进程。四大主体功能区的提出,要求城镇体系研究和规划既要考虑城镇内部和外部的社会经济状况,也要考虑资源环境承载能力等生态问题,对城镇体系研究和规划提出了新的要求。陇东地区主体位于黄土高原中部的丘陵沟壑区,水资源严重缺乏,是世界上水土资源流失较严重的地区之一。本地区又位于季风边缘带,气候干旱又不稳定,生态环境十分脆弱,是中国生态环境最为严重的地区之一。论文通过研究陇东地区城镇体系和生态承载力状况,运用相关统计软件和城镇体系、生态承载力相关理论,从生态承载力的角度对本地区城镇体系进行调整,使本地区走一条既适合城镇发展又不破坏生态环境的道路。通过研究,得出以下主要结论:(1)从区域社会经济和资源环境现状的角度分析了研究区区域概况。从历史的角度对陇东地区城镇体系演变的过程进行分析,将城镇体系的历史演变划分为萌芽阶段、形成阶段、发展阶段和进一步发展阶段四个阶段。(2)运用定性和定量(分形方法)相结合的方法对陇东地区城镇体系现状从等级规模结构、职能结构和空间结构进行系统全面的分析,找出城镇体系存在的问题。最后,从社会经济发展水平、自然条件、相关政策和历史条件四个方面对城镇体系存在问题的原因进行了分析。(3)以县区为评价单元,利用生态承载力中的生态弹性度、资源承载力和资源压力度三个指标对陇东地区2005年生态承载力状况进行综合评价,依据评价结果进行生态承载力综合分区。(4)从城镇规模结构、职能结构和空间结构三个方面探讨了生态承载力与城镇体系之间的关系,发现生态承载力与城镇体系之间存在相互制约、相互影响的辩证关系。为基于生态承载力的陇东地区城镇体系调整提供理论依据。(5)依据城镇体系分析和生态承载力综合评价结果,从城镇规模结构、职能结构和空间结构三个方面提出了基于生态承载力的陇东地区城镇体系调整方案,并且有针对性的提出城镇体系调整的保障措施。
【Abstract】 With the trend of economic globalization continuously strengthen, the The process of china’s urbanization goes into the rapid development period. If there is no reasonable planning and layout, it will inevitably cause massive waste of resources and funds, even worse is that it will put pressure on the ecological environment and restrict the process of sustainable development. According to the four main functional areas, when we research and planning of urban system, we should consider internal and external urban socio-economic situation, also should consider ecological problems, such as the resources and environment capacity,. So it made new demands for urban system study and planning.Longdong region is mainly located in central hilly and gully aera of the Loess Plateau, serious shortage of water resource in this region, it is one of the serious regions of soil erosion in the world. This region is located in the edge in the monsoon zone, arid instable climate and fragile ecological environment in this region, so it is the most serious regions of China’s ecological environment. In this paper, Statistical software and related theories are employed to research the current conditions of urban system and ecological capacity in Longdong region, urban system in this region should be adjusted from the perspective of ecological capacity so that urban system can coordinated develope Without undermining the ecological environment.Through our study, we can get some conclusion:(1)From point of view of the regional current socio-economics and resource and environment, we analyse the status in Longdong region. From a historical perspective, we analyse the evolution of urban system in this region, the historical process of urban system can be divided into embryonic stage, formative stage, development stage and further development stage.(2)From rank-scale structure and functional structure and spatial structure, we use Qualitative and quantitative(fractal methods) methods to analyse the current status of ubran system in Longdong region to identify existing problems. Finally, from perspective of socio-economic development level, natural conditions, related policies and historical conditions, we analyse the causes of problems in urban system.(3)Take county as evaluation unit, three indicators of ecological resilience and recourses capacity and resources pressure are used to comprehensively evaluate ecological capacity in Longdong region in 2005, based on comprehensive ecological capacity level, this region can be divided different district.(4)From urban scale structure and functional structure and spatial structure, We explore the the relationship between ecological carrying capacity and the urban system, then, find that the relationship between ecological capacity and the urban system is mutual constraints, the mutual influence. It provide a theoretical basis for urban system adjustment in Longdong region based on ecological capacity.(5)Based on the comprehensive evaluation results of urban system and ecological capacity analysis, from three aspects of the urban scale structure and functional structure and spatial structure, we put forward urban system adjustment programmes based on the ecological capacity in Longdong region and the measures for urban system adjustment.
