【摘要】 伴随国际行为能力的增强和发展的实际需要,我国欠发达地区正在积极的开展国际友好城市交流工作。本文以我国欠发达地区国际友好城市工作实践为研究对象,主要采用定性的研究方法,并突出地理学方法在研究区域特色方面的特点,直接从欠发达地区着手注意与其他区域的比较,积极探索欠发达地区的特殊发展规律。论文在介绍国际友好城市关系的性质和次国家政府的外交权力范围及其基本职能的基础上,概括了国际友好城市关系发展的趋势与特点,并针对欠发达地区的具体情况,提出来该地区选择国际友城的原则。本文还运用一般经济学理论和关系型契约理论分别对友好城市资源促进欠发达地区经济社会发展进行了分析论证。针对我国欠发达地区国际友好城市交流的现状,指出了目前该地区在国际友城工作存在的不足,并对此进行了深入的原因分析。针对存在的问题和面临的挑战,本文从宏观和微观两个层面提出了一些对策建议。最后,通过对贵州省与内布拉斯加州友城交流的个案分析,论证我国欠发达地区开展国际友城交流存在问题的多样性和问题成因的复杂性,并提出一系列建议,以增强本文的说服力。更多还原

【Abstract】 With the enhanced capacity of acting internationally and the actual needs of local development, China’s underdeveloped regions are active in the international friendship city affairs. Taking the practice of the international friendship city affairs in China’s underdeveloped regions as the research target, this dissertation principally adopts qualitative research method and highlights the advantages of geographic approach in researching regional characteristics. Based on the special situation of underdeveloped regions and the comparative study, this paper is trying to explore the special development law of underdeveloped regions in our country.Based on the introduction of the concept of international friendship city and the basic functions and diplomatic power of Sub-State Governments, the development trend and features of international friendship city are described. According to the special situation, the dissertation brings some selection principles for underdeveloped regions. Then the general economic theory and the relational contract theory are used to certify that international friendship city as a resource can promote social and economic sustainable development for underdeveloped regions.Based on the detailed description of the current situation of communication between international friendship cities in underdeveloped regions, the dissertation conducts in-depth cause analysis toward the deficiencies and problems. The dissertation also brings a few policy advices from two aspects including macro and micro toward the existing problems and challenges underlying this relationship. The last practical case on the friendly communication between Guizhou province and Nebraska is used to elaborate and certify the numerous problems and the complexity of the reasons, while puts forward to some suggestions so as to increase persuasion of the thesis.更多还原
