【摘要】 随着我国农村经济体制的转型和社会的发展,农村人口老龄化、家庭结构小型化、农业人口非农化的趋势不可逆转。农村社会的急剧变迁,使得传统的家庭养老、土地养老功能悄然弱化,农村社会养老保险的建立与完善势在必行。农村社会养老保险作为农村社会保障体系及制度的重要组成部分,是农村经济和社会发展的重要保障。可见,研究解决尖草坪区农民养老保险问题,是关系到本地区社会经济稳定、农村经济发展的大问题。本文先简述了社会养老保险制度理论,以此作为推进农村社会养老保险建设理论上的普遍性原则与指导思想。全文采用了文献研究、问卷调查等研究方法,客观分析统计资料、调查资料,并根据对尖草坪区农村经济及农村社会保障的实地调查结果,分析了目前农村社会保障面临的现实问题和理论尴尬。现阶段尖草坪区农村社会养老保险存在保障水平低、覆盖面窄、缺少财政投入等主要问题。围绕存在的问题,结合前面的理论分析,笔者从需求和供给两方面探析,得出尖草坪区需要建立新型农村养老保值制度以替代现有的农村养老保险制度。结合以上的分析情况,笔者在最后提出建立尖草坪区新型农村养老保险制度的总体思路及建议与对策,探索设计出适合本地区实际和适应社会主义市场经济发展要求的农村社会养老保险模式。本文重点讨论研究农村社会养老保险制度的模式及发展方向,提出有建设性的建议和设想,对于解决日益迫近的农村人口老龄化、高龄化问题有重大的实践意义,同时也为其他地区的农村社会养老保险的建立及发展提供借鉴。更多还原

【Abstract】 The tendencies such as rural population aging, family structure smaller, agricultural population becoming non-agriculture were irreversible along with the transition of rural economic structure and development of rural society in China. The rapid changes in rural society made the function of family and land Endowment quietly weakened, thus the foundation and improvement of social pension insurance in rural areas became imperative. Rural social pension insurance is the important guarantee for economic and social development as an important component of the social insurance structure and system in rural areas. So the study and Solution of peasants’pension insurance in Jiancaoping District are related to the social economic & political stability and rural economic development in the district.This paper first outlines the theory of social pension insurance system to be the universal principle and guidance thought. The author used such research methods as literature study and questionnaires, analyzed statistical data and survey data objectively, and also analyzed the practical problems and theoretical embarrassment social security in rural areas faced at present according to the survey results of rural economy and rural social security in Jiancaoping District. At this stage, such major problems as the low level of insurance, narrow coverage and lack of financial input existed on rural social pension insurance in Jiancaoping District. Its establishing feasibility was assessed by analyzing cost-benefit situation peasants and government faced in the establishment of rural endowment insurance system. Combined with the above theatrical analysis, it is necessary to establish a new rural old-age pension system for replacing existing hedge rural pension insurance system from the demand and supply of both in Jiancaoping District.Combined with the above analysis, the author proposed general idea, suggestions and measures for establishing the new rural pension insurance system in Jiancaoping District and designed to explore practical and suitable in this region to adapt to the rural social endowment insurance model of socialist market economic development requirements at the end. This article focused on the study of rural social pension insurance system and the development direction of the model, and put forward constructive proposals and ideas for solving the increasingly closer to the rural population aging, the aging problem with great practical importance.
