【摘要】 基础地理信息作为国家重要的信息资源,被广泛应用于国土资源、交通、城市规划等多个领域。随着网络的普及和社会信息化进程的加快,基础地理信息已从专题地理信息系统建设进入地理信息服务阶段,服务对象从专业部门扩展到了整个社会。但我国基础地理信息与其社会化应用的需求仍有很大差距,基础地理信息的现势性差,基础地理信息的产品较少,内容不丰富。基础地理信息是按规范测量的产物,缺乏社会、经济、人文属性,不能直接满足空间信息服务的需要。因此,探讨基础地理信息要素的细化和扩展方案,对基础地理信息的社会化应用具有重要意义。本文首先分析了国内外基础地理信息提供信息服务的现状,指出在为公众提供信息服务时基础地理信息的不足之处,然后总结网络环境下公众关注的基础地理信息的内容及特点,详细对比分析基础地理要素分类组织体系,提出从面向服务的角度考虑对基础地理信息的细化和扩展。本文从行业用户角度对公路交通要素进行了分类细化、属性扩展和要素扩充,从社会大众角度对公共服务及其设施类要素进行了分类细化、属性扩展和要素扩充。分类时注重分类体系与各种国家和行业标准的统一,较多地参考了相关行业标准和分类体系,同时考虑到各地理要素对用户的重要性,顾及用户的关注角度及检索习惯,增强分类体系的实用性。最后,以基于ArcIMS的公众服务网络系统为实例,诠释了经过要素扩展和细化后的分类体系在系统中的应用。通过该网络系统,公众不仅可以查询和浏览详细的地理信息,还可以添加、删除、修改空间要素和属性,实现信息的及时更新。更多还原

【Abstract】 Fundamental geographic information as one of the important national information resource has been applied in land resource, transport, city planning and many other fields. With the prevalence of network and the social rapid informationization, Fundamental geographic information has been transferred from thematic geographic information system construction to geographic information service, and the service people have been expanded from special sectors to the whole society.But there is still an apparent difference between the fundamental geographic information and the requirement when it used for social service. And fundamental geographic information can not reflect the situation currently, with a small quantity of products, less content information. Fundamental geographic information obtained by traditional surveying, without properties about society, economy, civilization, etc, which leads to the fact that it can not satisfy the needs of spatial information service directly. So, it is valuable for social service of fundamental geographic information to engaging in the study of detailedness and expands of fundamental geographic features.This paper analyzes the current status of fundamental geographic information service home and abroad firstly, and find out its insufficiency when serving public, then summarize the geographic information context and characteristic the public concern under the web circumstance. The paper contrasts and analyzes the fundamental geographic information classification systems, advances expanding and detailedness the fundamental geographic information for public service.This paper amplifys the features category and attribute, and makes the classification more detailed, road features from the view of the sector user, public service facilities features from the view of public social service. This detailed classification system in accord with national standards and vocational standards, and refers to related thematic regulations and classification system, at the same time, the classification system considers the importance of geographic features, user’s point of view and searching custom, by this, classification system would be more practicable.Finally, the classification result by expand and break down, has been applied to a public service website system, which based on ArcIMS. Through the website system, public not only can browse and query detailed geographic information, but also add, delete and rectify the spatial features and attributes, to updata the information opportunely.更多还原
