高职学院ISO9000质量管理体系应用的研究

【摘要】 ISO9000质量管理体系是国际上比较通用的一种质量管理标准,它最早产生于美国的军工企业,是工业发达国家管理经验和管理标准的总结,随着国际标准化组织对ISO9000质量管理体系的不断完善,该体系被越来越广泛地应用在世界各国的企业、经济和政府管理领域中,对推动组织的质量管理,实现组织的质量目标,消除贸易壁垒,提高产品质量和顾客的满意程度等产生了积极的影响;ISO9000质量管理体系在企业当中应用较多,但在学校应用较少。本论文通过介绍ISO9000质量管理体系在山东外贸职业学院的建立、运行情况,结合学院管理实际分析了质量管理体系的应用效果,得出了如下结论:ISO9000质量管理体系可以在学校建立起”教育是服务”的管理机制;可以突出”以人为本”的现代管理理念,坚持全面、全员、全程管理,保证学校各项工作能紧紧围绕着教育质量目标和谐、高效地开展;可以对学校教育、教学、科研、行政、后勤工作全面进行质量设计并全部进行质量控制,把学校各级、各类人员都做为”服务网”、”质量链”中的一环;强调全员参与和团队配合;可以帮助学校抓好过程管理,有效提升学校质量管理的水平和能力,充分发挥学校管理的功能。
【Abstract】 ISO9000 Quality Control System is a type of quality control standard commonly used over the world. It originated from the military industries of U.S.A. and is summary of the administration experience and standards of the developed countries. With ISO’s continuous improvement on the ISO9000 Quality Control System, the system is more and more widely used in administrations of enterprises, economy and governments all over the world, which can help the organization to promote the quality management, realize the quality control target, eliminate the trade barriers, improve the quality of products and the satisfaction of customers. ISO9000 Quality Control System is more applied in enterprises than in colleges. Through the introduction of the establishment and running of ISO9000 Quality Control System in Shandong Foreign Trade Vocational College, the analysis on the application effect of the quality control system, the paper has got the following conclusions: ISO9000 Quality Control System can establish the "education-is-service" administration system in our college; focus on the modern humanity administration ideology; stick to comprehensive administration with all personnel and procedures involved; guarantee the harmonious and efficient carrying on of all the work centered on the quality target of the college.; have quality control and design on the education, research, administration, rear service of the college; take personnel of all levels and types as a part of the college "service net" and "quality chain"; emphasize on all personnel involved and team work; have good procedure administration; improve the administration level and capacity of the college; make full use of the administration function.
