【摘要】 21世纪是知识经济的时代，伴随着经济全球化的浪潮，新科技革命迅猛发展，科学技术及其产业化在促进经济发展中发挥着越来越重要的作用。科技产业作为具有一定公共性质的产业，具有很好的外部效益，但又具有高风险、高投入、高渗透性的特点，因此政府必须支持科技产业发展，并在其中发挥重要作用。政府可以通过公共财政的形式来支持科技产业发展，陕西科技资源雄厚，高等院校和科研机构众多，但陕西省公共财政对科技产业的支持途径相对单一，陕西科技产业的发展受到制约。本文在深入研究西方公共财政理论和科技产业相关理论的基础上，对国内外公共财政支持科技产业发展的方式进行比较分析，评价公共财政支持陕西科技产业发展现有方式的优缺点，提出公共财政支持陕西科技产业发展的可选方式并对其进行评价选择及运用研究。论文主要的创新性工作和结论如下：(1)在广泛查阅文献和调研基础上，借鉴东西方发达国家和我国发达地区公共财政支持科技产业发展的方式的经验，对国内外公共财政支持科技产业发展的现有方式进行比较分析；(2)从陕西科技产业的环境分析出发，全面分析了公共财政支持陕西科技产业发展方式选择的社会、经济、政策环境；在进行国内外比较分析基础上，结合陕西的具体情况，分析提出公共财政支持陕西科技产业发展的可选方式，并对可选方式进行了比较分析；(3)建立评价指标体系，选择模糊多层次综合评价方法选择出公共财政支持陕西科技产业发展的有效方式，并对其具体运作进行了分产业研究，最后给出相应的政策建议。更多还原

【Abstract】 The 21st century is an economics-knowledge century. Following the economical globalization tide, the new technical revolution swifts and develops quickly, and the science and technology and the industrial production are playing the more and more vital role in the promotion economy development. The Sci-Tech industry, as a certainly public nature industry, has the very good exterior benefit, but also has high risks, the high investments, and the high permeable characteristics; therefore the government must support the technical industry development, and plays the vital role in among. Generally speaking, the government may support the technical industry development through the public financial form. The Shaanxi science and technology resources are abundant, the institutions of higher learning and the scientific research institution are multitudinous, but the Shanxi Province public finance is relatively unitary to the technical industry support way, the Shaanxi science and technology industry development is restricted.This article is in the foundation of thoroughly studying the Western public finance theory and the technical industry correlation theories, carries on the comparative analysis to the domestic and foreign public financial supporting science and technology industry development way, correctly appraises the good and bad points of the existing ways about public finance supporting the Shaanxi science and technology industry development, proposes the possible ways of the public finance supporting the Shaanxi science and technology industry development and carries on the appraisal choice and the operation research to it. The paper’s main innovation works and the conclusions are as follows: (1) in the foundation of widespread consult literature and in the investigation and study, profits from the East and West developed country and our country’s developed area public finance supporting science and technology industry development way success experience, carries on the comparative analysis to the domestic and foreign public financial support science and technology industry development way; (2) embarks from the internal condition analysis of Shaanxi science and technology industry, comprehensively analyzes the public finance to support the Shaanxi science and technology industry development the environment, including society, economy, and policy environment;in foundation of carrying on comparative analysis in the domestic and foreign, and unifies Shaanxi’s special details, anal sizes and proposes the possible ways of public finance supporting the Shaanxi science and technology industry development; (3) Establishes appraisal target system, with the utilization of fuzzy multi-level quality synthetic evaluation model to choose the effective ways of public finance supporting the Shaanxi science and technology industry development, and conducts the industrial research to its concrete operation, finally gives the corresponding policy suggestions.更多还原
