学分制条件下高等工科院校教学质量管理体系研究

【摘要】 随着我国市场经济体制的确立和我国高等教育办学规模急剧扩大,高等院校教育教学质量成为国家、社会和学生关注的焦点,教学质量管理体系研究成为高等教育研究者和质量管理者研究的重要课题,许多质量管理研究者和高等教育研究者运用全面质量管理理论(TQM)、GB/T19000-2000族标准与卓越绩效管理理论与方法对教学质量管理体系进行了相关研究,但以上研究和应用尚未形成基于PDCA循环原理的系统的质量管理体系完善程序和方案,教学质量管理体系完善方案的可操作性较差,本论文正是基于背景,在分析国内外相关研究现状的基础上,试图对学分制条件下的高等工科院校教学质量管理体系进行研究。论文首先依据GB/T19001-2000标准条款设计了相关调查表,在某实施学分制管理的高等工科学校进行了调查研究,主要通过对教学管理、教学资源、教育教学服务实现过程、教学服务测量、分析和改进四大方面的调查,分析、探究该大学的教学现状,该大学教学质量中的问题,以此探讨和确定了高等工科院校教学质量中存在的关键影响因素和主要问题;其次,针对教学管理体系完善程度这一关键影响因素,系统地研究了学分制条件下高等工科院校的教学管理体系完善方案,对教学质量管理体系结构模型、完善程序、质量管理体系文件进行系统探讨;再次,针对教学质量教学服务实现过程关键影响因素和实现过程质量控制不健全的问题,以PDCA循环原理为基础,系统地研究了学分制条件下高等工科院校的相关方需求识别过程质量控制、教学服务开发与设计过程质量控制、教学资源采购与师资管理过程质量控制、教学服务提供过程质量控制方案,对学分制条件下的相关方需求各个阶段进行了模型设计,对其流程进行了详细研究;然后,针对测量、分析和改进关键影响因素和其不到位的问题,本文设计了教学质量监控方案模型,对于教学质量监控方案的监控效果主要通过教学服务质量的满意度的测评问题,将测评结果反馈回了相应的设计,以通过持续改进来提高客户的满意度的角度进行定量的评价,并提出了提高教学服务质量的满意度即完善教学质量监控方案的具体措施;最后,主要针对学分制条件下有限教学资源的基础上,对如何最大限度地发挥教室、教师、课程、实验条件的满足教学要求的潜能,并依据运筹学理论建立相应数学模型进行理论探讨。
【Abstract】 With the establishment of china’s socialist market-driven economy system and the rapid expansion of its higher educational enrollment, the teaching quality for higher schools has been the focus of the nation, society and college students’ attention, and the study of teaching quality management becomes one of the heated topics for those researchers both in higher education and quality control fields, many those researchers have done a lot in the teaching quality management based on the Total Quality Management theory (TQM) and the GB/T19000 race standard.However,all of these yet have not formed systematical and perfect procedure and schemes of teching quality management,leading to that the concepts that "promotion through assess, perfection solid promotion" stands only in one’s mind.In that case, the present paper systematically conduct a careful study of the teaching quality management system for the higher engineering institutes, mainly for the one running on the basis of Credit system, in the analysis of the current corresponding research domestically and abroad.The paper, firstly, designs an examination table based on the GB/T19000 race standard, in one higher engineering institute implementing the credit system management, attempts to diagnosis the main factors and problems with its teaching quality current state mainly through the four chief fields, namely, the teaching management, the teaching resources, the teaching service achievement processes, the examination and analysis and improvement of teaching services; secondly, in view of key factor of teaching management system improvement, the improvement theme of teaching management system is designed under the condition of credit system, a structural model for higher engineering institutes’ Teaching Quality Management System is designed, the improvement procedures and the quality control system documents are discussed in great details; thirdly, In the light of the quality of teaching service realization process and continual perfection, taken the PDCA circulation principle as the foundation, the paper studies the related side demand recognition process quality control, the teaching service designing process quality control,the teaching resources purchase and the staff management process quality control and the teaching service providing process quality control, the controlling model in each process of each stage, is detailedly designed on under credit system condition and its running flows are carefully analyzed and designed; fourthly, the paper designs a teaching quality monitoring model and mainly through evaluation of service degree of satisfaction to the teaching service, a degree of satisfaction appraisal system is constructed, thus making it possible to improve the degree of satisfaction to teaching quality service, the specific measures, therefore, are put forward to be taken; finally, due to the confine of the limited teaching resources, such as classrooms and teaching staff, the paper tells how to make the teaching facilities, staff, experimental equipments to fullest play.
