【摘要】 长期以来,我国一直将发展的重点放在经济上,而经济的疾速发展给我国带来了各种问题,诸如贫富差距的扩大,气候环境的恶化等等。近年来,有关社会生活的领域引起了更多人的关注,坚持可持续发展,构建和谐社会成了发展的重中之重,公民社会的壮大、城市社区的建设都是其中的重点部分。本文力图通过对我国公民社会组织的研究,使人们认识到公民社会组织在我国社会中的重要作用,尤其是它对社区治理的重要意义。文章通过三个方面论述了公民社会组织在社区治理中的现状:第一,公民社会组织在社区治理中取得的成绩,包括满足居民需求,促进人际和谐,改善居住环境,以及强化资源整合等方面;第二,公民社会组织自身在运作过程中存在的问题,包括资金不足,管理制度不完善,组织成员不专业以及公信力不强等方面;第三,限制公民社会组织发展的外部原因,诸如过高的准入门槛、管理体制的松散,缺乏明确的法律支持和有效的成员激励机制,公众对其缺乏信任和支持等等。我们可以看到,公民社会组织在社区治理中发挥着不可替代的作用,然而,由于种种原因和限制,它在运作和发展过程中面临着重重困难,亟待解决。我国是社会主义国家且处于社会主义初级阶段,社会现实状况无法与发达国家相提并论,但是一些发达国家健全的公民社会有很多方面都值得我们研究和借鉴。文章对一些典型发达国家公民社会组织的管理模式进行了介绍,并分析了发达国家的成功经验对我国的启示,研究了公民社会组织参与我国城市社区治理的路径,并分别提出了从政府、法律、社会以及组织自身提高公民社会组织参与社区治理的对策建议。更多还原

【Abstract】 The focus of development in China has been on economy for a long time, but the rapid economic development has brought the problem of increasingly widening gap between rich and poor, deterioration of climate and environment and so on. Recently, attentions were paid to the fields of social life. Maintaining the sustainable development and creating a harmonious society-including the growth of civil society and city community construction-became the top priority of our development. Through the study of civil society organizations, the author wants to make people aware of the important role of the civil society organizations in the society, especially in the process of community governance.The thesis discusses the current situation about the participation of civil society organizations in community governance from the following three aspects. Firstly, the achievement of civil society organizations in city community governance such as meeting the demand the residents, fostering social harmony, improving the living environment, strengthening the integration of resources and so on. Secondly, the problems of civil society organizations in the operation process including lack of funds, inadequate of the management system, the unprofessional of the members and weak credibility. Thirdly, the external causes which restricted the development of civil society organizations, like the high entry barriers, loose management system, lack of clear legal support and effective incentive mechanism, the absence of trust and support from the public. So the civil society organizations play an irreplaceable role in the community governance, but there are still many difficulties faced with civil society organizations need to be resolved urgently.Our country is in the primary stage of socialism, the reality cannot be compared with developed countries, but many aspects of their sound civil society deserve to be study and learn. The thesis introduces some typical management model of civil society organizations in developed countries, analyze the inspiration of their successful experience, study the path of participation of civil society organization in our city community governance, and propose some countermeasures and suggestions to the governance, legislation, social public and the organizations respectively so as to raise the level of civil society organizations’participation in our city community governance.更多还原
