我国公务员考核制度改进研究

【摘要】 公务员考核制度是评价和激励公务员的重要途径,是提高公务员整体素质和行政效率的重要手段。面对日新月异的国内外环境变化,我国现行公务员考核制度显得有点跟不上时代步伐,显现出诸多问题:在考核内容和标准、考核程序、考核监督、考核结果使用、法规配套等方面均存在一定的不足。为寻求解决我国公务员考核制度现存问题的思路和方法,文章选取了英、美、法、德、日、新加坡和我国台湾地区的公务员考核制度作为研究的对象,并将以上国家及地区的公务员考核制度从考核主体、考核内容、考核程序、考核结果的等次及其比例限制、考核监督、考核结果的应用六个方面进行了全面而细致的比较研究,进而总结出九个方面的益于改进我国公务员考核制度的启示。目前,我国内地一些城市对公务员考核进行了积极的探索。文章在第四章介绍了我国内地部分城市对公务员考核的最新探索,并进而总结出四个方面的益于改进国家公务员考核制度的启示。最后,文章在第五章从考核主体、考核内容和标准、考核程序、考核结果的使用等六个方面提出了较为具体的国家公务员考核制度改进建议,希冀能为我国公务员考核制度的更新发展贡献一份力量,进而提高我国公务员考核的有效性,提升政府效能。
【Abstract】 Civil service performance evaluation system is an important way to evaluate civil servants’performance and also an important way to motivate civil servants. Civil service performance evaluation system is an important means to improve the quality of civil servants and enhance administrative efficiency. The world, including our country, has experienced great changes in the last few years, so, our country’s current civil service performance evaluation system, to a certain degree, is not adapt to the new situation and new requirements,has some problem in some aspects: such as assessment procedures, assessment criteria and so on. In order to find the ideas and methods to solve the problem, the dissertation carry out extensive research into the civil service performance evaluation system of the developed countries and regions. The dissertation selected US, UK, France, Germany, Japan, Singapore and Taiwan as the object of the study, and carry out detailed research into these countries’latest civil service performance evaluation system, learn widely from their merits. Japan has put in force its’new personnel performance evaluation system in 2009. There is nobody in China that introducing Japan’s new personnel performance evaluation system. This dissertation is the first time to introduce it in China. After introducing the civil service performance evaluation system of the developed countries and Taiwan region, the dissertation get some beneficial inspiration from it. Some cities of our country also have carried out some new exploration on civil service performance evaluation, the dissertation will introduce their exploration expierence in the fourth chapter, and get some beneficial inspiration from it. Finally, the dissertation propose six suggestion for improving the civil service performance evaluation system, hoping make contributions to the renewal of civil service performance evaluation system, improve the efficency of the performance evaluation of civil service, and enhance our country’s government effectiveness.
