【摘要】 21世纪是知识经济的时代,科技是知识经济的核心,“科技是第一生产力”。伴随着经济全球化的发展,科技革命的推动,市场竞争压力的增大,各国和各地区把促进经济增长,提高综合实力的目标放在首位。在当今时代,决定综合实力的恰恰就是科技创新能力。科技创新能力已经成为了一个地区的经济增长核心推动力与发动机。虽然河北省是全国的人口与经济大省,但是科技发展与创新能力的水平还比较低,还不能够满足河北省经济快速发展的要求,成为制约河北省经济发展速度的因素之一。如何通过把发展战略的立足点放在科技创新上,如何正确认识河北省科技创新能力的现状和影响因素,搞好科技创新各方面工作,以推动河北省的科技进步以及经济发展,这是我们必须认真思考与研究的问题。本文以科技创新的相关理论研究为基础,采取分析、综合、对比的方法,对河北省科技创新的现状和问题进行了分析。河北省的科技创新能力从纵向来看呈现逐步增强的势头,不过横向比较其创新能力还远远不够,仍然存在政府财政投入不足、科技成果转化不畅、科技创新能力不强等问题。然后运用Eviews软件,采用计量分析的方法,选取技术产业总产值、科技活动人员数以及科技经费支出、R&D经费内部支出、政策变量,进行一系列的实证研究,分析科技创新能力与人力投入、资本投入和政策之间的关系。最后,从现状的整体分析和实证分析的结果中得出科技创新的影响因素,分别分析各个变量对科技创新能力的影响程度。提出促进河北省科技创新的切实可行、针对性的措施。更多还原

【Abstract】 The 21st century is the era of knowledge economy, technology is the core of the knowledge economy, and“Science and technology constitute the primary productive force”. With the development of economic globalization, increasing pressure of market competition, and driven by technological revolution countries and regions put the promotion of economic growth and improvement of the overall strength as their first target. Technological innovation is the very determinant factor to the overall strength at present. The ability of technological innovation has become the core impetus of a regional economic growth. Although Hebei is a populous and economic province, the level of technological development and innovation capacity is relatively low, it can not meet the requirements of rapid economic development, so it becomes one of the restricting factors to economic growth. How to put the foothold of development strategy on technological innovation, How to recognize the current situation of technology innovation ability and the influence factors, and how to do well in improving the scientific and technological innovation job are the problems we must study and think carefully.Based on the research of the technological innovation theory, this thesis analyzed the status of scientific and technological innovation in Hebei province adopting the method of analysis, synthesis and comparison. The ability of science and technology innovation is gradually increased from the vertical view, but the horizontal comparison is not enough, there are still some problems such as lacking of government financial investment, unsmooth about the science and technology transferring, weakness of technological innovation ability. Then this thesis use the Eviews software, adopting quantitative analysis method to carry out a series of empirical research about the relationship between technology innovation and human inputs, capital investment and policy, by selecting the technology industry output value, the number of science and technology activities, personnel and technology expenditure, R & D Expenditures and policy variables, Finally, from the analysis of the whole current situation and the results of empirical analysis we get the influencing factor to the scientific and technological innovation. This paper analyzed respectively about the influence degree of different variables to the technology innovation ability and put forward the practical and pointed measure to promote the ability of scientific and technological innovation.更多还原
