【摘要】 目前,宪政工程学已经成为国际政治学界的研究热点之一。作为一种新兴理论学说,宪政工程学的核心理念强调,任何民主的实现,尽管需要一定社会经济文化条件为基础,但人们对于民主政治并非完全被动和无能为力,人们完全可以通过审慎的民主制度设计(如政府体制设计、选举制度设计)以塑造和巩固民主,最终达成人们所预期的特定的民主结果。尽管学界既有的宪政工程学研究成果颇丰,但却较为零散、缺乏系统性。鉴于此,本文旨在以宪政工程学为主题进行一项政治思想史研究,力图通过检视学界宪政工程学研究的既有成果,以明晰宪政工程学的理论内涵、研究主题、理论意义与理论不足,力求厘清宪政工程学对如何通过制度设计以塑造民主这一政治学重大问题的基本解答,以期为学界积累宪政工程学知识添砖加瓦。内容上,全文分五章。第一章,绪论部分旨在明确论文选题缘由、综述相关研究文献、介绍论文结构框架。第二章,介绍宪政工程学兴起的理论基础和时代背景,揭示宪政工程学的理论内涵。第三章与第四章,着重探讨宪政工程学研究的主要内容,即如何深思熟虑地设计出优良的政府体制与选举制度,供人们自由选择,以塑造和巩固民主,最终达成人们所预期的特定的民主结果。第五章,总结本文研究结论,揭示宪政工程学研究面临的问题,展望宪政工程学研究的发展前景。更多还原

【Abstract】 At present, Constitutional Engineering has become a research focus of international political academic circles. As a new doctrine, Constitutional Engineering stressed, for the realization of democracy, despite certain social, economic and culture conditions are essential, however, it is not completely passive and powerless for people to crate democracy, instead, people can through deliberately design of democratic system (such as institution design of system of government and electoral system) to craft and consolidate democracy, and finally reach a particular democracy that people expected. Although the existing research of Constitutional Engineering is very rich, but very fragmented and not systematic. Therefore, this paper aims to undertake a research on History of Political Thought about Constitutional Engineering and review the existing research of Constitutional Engineering and clarify its meaning, content, significance and defects, and attempt to answer a major issue in political science that how to craft democracy through institutional design, and hope to contribute to accumulate knowledge of Constitutional Engineering for political academic circles.This paper contains five chapters. Chapter I intends to specific topics of some cause, review the relevant literature, introduce structural framework of this paper. Chapter II aims to describe the theoretical basis and historical background of the rise of Constitutional Engineering and reveal the meaning of Constitutional Engineering. Chapter III & IV focus on the main content of Constitutional Engineering, namely, how to deliberately design good electoral system and system of government for people to freely choose to craft and consolidate democracy, and finally reach a particular democracy that people expected. Finally, Chapter V aims to summarize the conclusions of this study and look forward to the problems and development of Constitutional Engineering.更多还原
