【摘要】 农业是国民经济的基础,农田水利则是农业的基础。新中国成立以来,我国一直大力发展农田水利,取得了举世瞩目的成绩,但也存在着很多问题。同全国的总体情况相类似,一直以来,土默特左旗政府和人民也非常重视农田水利设施建设。特别是“十一五”期间,土默特左旗的农田水利基础设施建设取得了长足的进展,为当地农业的大发展奠定了较好的基础。但是,当前土默特左旗的农田水利设施建设与管理仍然存在着建造与后期维修管理难、水利信息化滞后、水价偏低成本却偏高和权责划分不明确、节水农业发展相对滞后等问题。这些问题的存在既不利于土默特左旗农业的增产和农民增收,也不利于土默特左旗农业现代化的顺利推进;既不利于土默特左旗经济社会的发展,也不利于土默特左旗自然生态的保护和改善。因此,必须重视农田水利基础设施建设,通过各种措施来加强土默特左旗农田水利基础设施建设,改善对农田水利基础设施的维护与管理。当前应该采取的主要措施包括加强水利信息化建设、将小型农田水利设施建设纳入公共财政的支出范围、改革水价以及征收和融资方式、提倡节水型灌溉农业等。通过实施这些措施,可以有效地改善土默特左旗农田水利基础设施的建设与管理状况,为土默特左旗农业现代化的发展提供必要的保障。更多还原

【Abstract】 Agriculture is the foundation of national economy, while irrigation and water conservancy is the foundation of agriculture. Since the founding of new China, China has been developing irrigation and water conservancy vigorously and made remarkable achievement, but there are also many problems. Similar with the country’s overall situation , the government and people of Tumd Left Banner have been paying much attention to the construction of infrastructures of irrigation and water conservancy. Especially during the period of "Eleventh Five-Year", the construction of infrastructures of irrigation and water conservancy of Tumd Left Banner has made considerable progress, laying a good foundation for the great development of local agriculture. However, there are still many problems on the construction and management of infrastructures of irrigation and water conservancy of Tumd Left Banner currently, such as difficulties of construction, difficulties of maintenance and management, lagging of informatization of water conservancy, low water price but high cost, unclear segregation of duties, lagging of development of water saving agriculture. The existence of these problems not only go against the increasing agricultural output and farmers income, but also go against the development of agricultural modernization. The problems not only go against the development of community economy of Tumd Left Banner, but also go against protecting and improving of the natural environment. Therefore, we must pay much attention to the construction of infrastructures of irrigation and water conservancy, strengthen the construction of infrastructures of irrigation and water conservancy by a variety of measures, and improve maintenance and management of the construction of infrastructures of irrigation and water conservancy. There are some main measures that must to be taken currently . The measures include strengthening informatization construction of water conservancy, bringing small-scale construction of infrastructures of irrigation and water conservancy facilities into the scope of public spending, reforming of water price and the method of collection and financing, promoting water-saving irrigation agriculture. Through the implementation of these measures, the government of Tumd Left Banner can effectively improve the construction of infrastructures of irrigation and water conservancy and management situation, which will provide the necessary protection to the development of soil banner agricultural modernization.更多还原
