【摘要】 随着我国经济的飞速发展,社会各方面也发生了很大的变化,在国际国内的新情况新格局下,我国政府正由传统的管制型政府向服务型政府转变,这是社会发展的需要,更是人民的需要,也是保持我国社会长期稳定和经济持续发展的需要,与此同时,我国的新闻媒体发挥着越来越大的作用,通过新闻媒体,政府可以广泛的宣传国家方针、政策、法律、法规,积极的进行正面宣传;通过新闻媒体,人民群众可以及时地了解我国国情社情信息和国际信息,为民众更好的参政议政提供了途径,为我国社会的发展进步做出了极大的贡献,但在取得成就的同时也透露出新闻媒体的局限和不足,以及反映出我国政府和新闻媒体的不协调之处。政府与新闻媒体的关系从一定意义上来说是政府权威和新闻自由的关系,权威与自由是一对矛盾体,它们之间的冲突和斗争贯穿着公共行政管理的全过程。人是生而自由、平等和独立的,但自由又必须置身于权威下。没有权威,就没有真正的自由,不过,不受限制的绝对权威又会侵犯自由。那么,如何协调它们之间的关系?如何才能发挥出新闻媒体的最大功效,以促进政府高效的处理公共事务,树立良好的政府形象?本文首先对新闻媒体的定义、特点、功能等做了全面的阐释,在此基础上比较深刻地分析了我国政府和新闻媒体的辩证关系,我国政府处于主导地位,可以影响新闻媒体的活动形式、范围,新闻媒体却也对政府有一定的反作用;其次,在我国社会实践中,面对错综复杂的国内国际状况,我国政府与新闻媒体的关系扑朔迷离,在互动中陷于协作的困境,借此浅析产生困境的传统观念与社会原因;最后旨在对症下药,针对这些问题以及产生问题的原因,从我国制度以及政府和新闻媒体各自的缺陷出发,提出一些理论与实施方案望其能够弥补现实的不足之处。更多还原

【Abstract】 With the rapid developing of Chinese economy, society has also undergone great changes. In the new situation of international and domestic , our government is by the traditional control-oriented government changes to the service-oriented government, which is not only the social developing needs and people’s needs, but also the needs of maintain our society’s long-term stability and sustain our economic developing. At the same time, Chinese media is performing a more and more important function. Through the media, our government can widely promote a national policies , laws and regulations to make a positive publicity; through the media, the masses can timely understand the information of our social conditions ,national conditions and international information, the public are provided a better way to participate in political, and also made a grate contribution to the society’s development and progress .But with the achievements it revealed some limitations and shortcomings of the media, and also reflects inconsistencies between our government and media.Speaking in a certain sense, the government and media’s relationship is the relationship between the government’s authority and the media’s freedom .Authority and freedom is a pair of contradiction, conflict and struggle between them runs through the whole process of public administration. Man is born free, equal and independent, but the free must be kept under the authority. No authority, no real freedom, but limitless authority will infringe upon the freedom. So, how to coordinate the relationship between them? How to play the maximum effect of the news media to promote the efficient handling of public affairs, how to establish a good image of the government? In my paper, I first interpretation the news media’s definition, features, functions. On this basis ,I do a more comprehensive and deeper analysis of our government and news media’s relationship ,between this relationship our government in a dominant position, can influence the form and range of media activities, the news media but also has some reaction to the Government; Second ,facing complex domestic and international situation in our social practice, our government and news media relations complicated and confusing, it is in the dilemma of the interaction among cooperation ,take this to analysis the traditional concept and social causes of the dilemma .The last is to suit the remedy to these problems, according to the problems and the causes of the problems ,we are starting from finding the own shortcomings among our systems, structures, mechanisms ,government and news media ,then put forward some theories and implementation plans to hope to make up the deficiency in reality.更多还原
