【摘要】 当前中国所面临的“三农”问题实质上是农村转型的问题,这实际需要社会发展进程中整体性格局的改变,也就是农村的转型与发展最终要靠一系列有效的制度创新来完成。在农村发展问题的解决中,一个重点是农村与农民在全社会利益分配格局中的制度性不公问题,这种利益分配不均在某种意义上涉及到了发展公平问题。发展观上的的社会公正问题需要引入“分配的正义”,进行政治利益与经济利益的平衡分配。利益分配需要引入社会正义理论建立分配制度,最终通过农民对自身利益的最大化追求构成推动农村转型进程的根本动力,最终在发展进程中通过政治制度的操作使利益公正分配得以实现制度化的确立。更多还原

【Abstract】 China is now facing the so called "Three Rural Problem" we noted it as Agriculture, countryside and farmers. All it is essentially about countryside transformation. Totally countryside transformation relies on a series of effective institution innovation. In the process of rural development, a key point is injustice interests distribution, This is fundamentally an institutional problem. Here we need to introduce "distributive justice theory" in, to assure the balanced distribution of political benefit and economic benefit. Farmer’s demanding for justice is the motivation power in the distribution system, and we need to set up an political institution to make sure the whole interests distribution system work.更多还原
