【摘要】 随着生态环境问题日益受到世界关注,木材贸易过程中所产生的环境问题也受到各国的普遍关注,如何解决木材贸易中的环境问题,使其与环境协调发展是木材贸易可持续发展的有效途径。但是,目前黑龙江省对俄木材贸易在一定程度上对环境造成了污染,非法采伐木材现象严重,木材贸易管理环节薄弱,对生态环境造成了破坏,这就给黑龙江省对俄木材贸易及环境的协调发展造成了影响,甚至影响了中国作为世界上对环境负责的大国形象,遭受国际的谴责,影响到我国对俄森林资源的经贸合作。本文以资源要素禀赋理论、波特的竞争优势理论、贸易与环境关系理论,可持续发展理论为基础,运用文献研究方法,系统分析、典型分析、统计分析等研究方法,对黑龙江省对俄木材贸易与环境协调发展情况进行了研究。首先,本文对贸易与环境的协调发展的国际实践进行阐述,特别是对日本,美国,欧盟协调木材贸易与环境协调发展的相关实践重点研究,以期为本文的对策提供借鉴。其次,对俄罗斯森林资源的流动性进行了研究,以便于全面了解认识俄罗斯森林资源产品流动的特点,在此基础上,对黑龙江省对俄木材贸易的现状进行了分析,提出黑龙江省对俄木材贸易与环境协调发展的必要性,并对影响黑龙江省对俄木材贸易与环境协调发展的相关因素进行了分析。最后,从政府,行业协会和企业的角度提出了协调黑龙江省对俄木材贸易与环境协调发展的相关政策建议,以期推动黑龙江省对俄木材贸易的可持续发展。更多还原

【Abstract】 Along with the topic of ecological environment receiving the world attention day by day, the environment problem which produced in the timber-trade process also receives the universal attention in various countries, how to solve in the timber-trade’s environment problem, in order to make it coordinated to the environment develpoment is efficient path for the timber-trade sustainable development. But at present the Heilongjiang Province timber-trade to Russia has caused the pollution in certain extent, the phenomenon of illegal lumber cuts is serious, the management link of timber-trade is weak, which has created the destruction to the ecological environment, and also created bad influence to the coordinated development between Heilongjiang Province’s timber-trade to Russia and environment, even affected the great nation’s image of China to take the environment responsible in the world, suffered the international condemnation, affected to our country’s forest resources trade operations to Russia.This article take the resources essential factor talent theory, the Poter’s competitive advantage theory, the trade and the environment relations theory, the sustainable development theory as the foundation, utilizating the literature search method, system analysis techniques, typical analysis, statistical analysis, have conducted the research on coordinated development between Heilongjiang Province’s timber-trade to Russia and environment. First, this article carries on the elaboration to the international practice of coordinated development between trade and environment; specially do the key research of related practice of coordinated development between timber-trade and the environment in Japan, in the US, and in the European Union. In oder to provide the reference countermeasure to this article. Next, this article has conducted the research on Russia forest resources’ fluidity, which is advantageous for the thorough understanding to know that the Russia forest resources product mobile characteristic, based on this, this article has carried on the analysis to the present situation of Heilongjiang Province’s timber-trade to Russia, proposed the coordinated development between Heilongjiang Province’s timber-trade to Russia and environment, and carried on the analysis to the affected factor of coordinated development between Heilongjiang Province’s timber-trade to Russia and the environment. Finally, from the government, the profession association and enterprise’s angle proposed the related suggestion of coordinated development between Heilongjiang Province’s timber-trade to Russia and environment, in order to impel the sustainable development of Heilongjiang Province’s timber-trade to Russia.更多还原
