【摘要】 进入21世纪,随着信息技术的蓬勃发展,特别是互联网技术的普遍应用,广泛而深刻地影响并改变着人类社会生活的几乎所有领域。档案作为清晰、确定的原始记录信息,承载着人类活动的大量信息,档案具有记述历史、保留和传承人类文化的功能,是一种重要的社会公共信息资源。随着社会信息化程度愈来愈高和社会公众信息知情权的日益觉醒,人们对获取档案信息的愿望逐渐加深,迫切需要大量的档案信息作为各项社会活动的参考依据和凭证。同时,人们对信息的索取向不受时空限制、面对信息源直接检索而获取信息的方向发展。针对这种发展趋势和现实要求,如何实现档案信息资源的社会充分共享,提升和发挥档案信息资源综合利用价值,已经成为当今档案学术界和实践部门普遍关注的新课题。本文在前人研究的基础上,从档案集成管理和档案信息资源共享的概念入手,将集成管理的思想和实践运用到档案信息资源的共享中,系统地分析档案信息资源共享的发展现状、存在的主要问题和原因,指出档案集成管理在档案信息资源共享中的必要性和主要优势,同时提出基于集成管理的区域档案信息资源共享模式设想,以提高档案信息资源的共享程度,充分发挥档案信息资源的综合利用价值。本文的意义在于通过探讨集成管理条件下档案信息资源共享问题,以期在档案信息资源共享方面进行进一步研究,拓展我们关于档案管理理论的研究视野,为实践提供依据。同时,通过分析档案集成管理和档案信息资源共享所涉及的一些理论问题,力图灌输和执行一种新的档案管理思想和管理方式,促进我们今后工作方式甚至思维方式的转变,最大限度地开发、利用和共享档案信息资源,推动档案信息资源共享实践的发展。更多还原

【Abstract】 In the 21st century, with the rapid development of information technology, particularly the universal application of Internet technology, extensive and profound influence and change human society in almost all areas of life. Archives as a clear, original records to determine information, carrying a lot of information on human activities, archives with the account of the history, retain and pass on the function of human culture, is an important social and public information resources. With the rising level of information society and the public right to know the growing awareness of information, people desire to obtain archives information gradually deepen the urgent need for a large number of archives information as reference for various social activities, and credentials. At the same time, people obtain information from the constraints of time to the face of information sources to retrieve and access information directly to the direction of development. For this trend and practical requirements, how to achieve the full archives information resources of social sharing, promotion and utilization of information resources to play a archives value, has become the archives department of the academic and practice new issues of common concernIn this paper, based on previous studies, integration management and archives from the archives sharing of information resources with the concept, the integration of management thinking and practice of information resources applied to archives sharing, Systematic analysis of the development of archival information resources sharing situation, main problems and reasons, that the archives integration management of information resources in the archives sharing in the necessity and the main advantage. Also proposed based on integration management of the zone archives information resource sharing model envisages to improve the level of archives sharing of information resources, give full play to the comprehensive utilization of resources, the value of archival information.This article is about the adoption of integration management of information resources under the archives sharing to resource sharing of information in the archives for further research to expand our research on the theory of records management perspective, provide the basis for the practice. At the same time, through the integration management of archivess and archives information resource sharing some theoretical issues involved, trying to instill and implement a new records management ideas and management methods.
