【摘要】 土地资源是人类赖以生存和发展的物质基础。当今面对人口数量不断增加的现实,人地矛盾越来越突出。为了增加有效耕地面积、实现耕地总量动态平衡以缓解人地矛盾,我国适时提出并实施了“土地整理”这一政策。在我国,土地整理的重点是农村土地整理。本文以甘肃省酒泉市农村土地整理为研究对象。在分析国内外土地整理成果的基础上,以定性分析研究方法对酒泉市农村土地整理的现状、存在的问题进行分析,最后提出规范酒泉市农村土地整理的措施。本文共分六个部分。第一部分为绪论,论述了酒泉市农村土地整理的选题背景及意义；对国内外土地整理研究现状进行了综述。第二部分是农村土地整理的理论基础,包括可持续发展理论、系统学理论、环境承载理论。第三部分对农村土地整理的概念、原则、必要性和效益进行了概述。第四部分对酒泉市农村土地整理存在的问题进行分析。第五部分提出了规范酒泉市农村土地整理的措施,包括建立健全农村土地整理法规政策、加强农村土地整理规划编制、拓宽农村土地整理融资渠道、提高农村土地整理技术水平、加强农村土地整理生态环境保护、建立完善公众参与制度、做好水资源利用与保护工作、加大农村土地整理监管力度八个方面。第六部分是对本文的总结。更多还原

【Abstract】 Land resources are the human survival and development of physical infrastructure. Face the reality of the increasing population, increasingly acute contradiction between people and land. In order to increase the effective area of cultivated land, to achieve dynamic balance of total arable land to ease the contradiction between people and land, China timely proposed and implemented the "land consolidation" policy.The land consolidation focus on rural land consolidation in China. In this paper, the city of Jiuquan in Gansu Province as the study of rural land consolidation. Land Consolidation in the analysis of results at home and abroad based on the method of qualitative analysis of rural land consolidation Jiuquan situation and problems, and finally proposes a standardized Jiuquan rural land consolidation measures.This article is divided into six sections. The first part is an introduction, it discusses the research background and significance of rural land consolidation of the Jiuquan City; and research on land consolidation at home and abroad were reviewed. The second part is the theoretical basis of land consolidation in rural areas, including sustainable development theory, systems theory, environmental load theory. The third part of the concept of land consolidation in rural areas, principles, need and benefit for an overview. In the fourth part of the paper,writer analies the problems of rural land consolidation. The fifth proposed standardized measures for rural land consolidation of Jiuquan City, including the establishment of a sound rural land consolidation legislation, strengthening of rural land consolidation planning, broading the financing channels for rural land consolidation, improving the technical level of rural land consolidation, strengthing ecological and environmental protection in rural land consolidation, establishing and improving a system of mass participation, doing a good wook with the use and protection of water resources and increasing the supervision of farmland consolidation.
