【摘要】 本文耦合了现代性、全球化、控制论等视角,以风险社会为主要的理论框架,对科学技术的消极影响实现了从危害分析到风险分析的跨越。文章首先在回顾了科学技术的理论概念和建构关系的基础上探讨了科学技术的社会角色以及社会化问题,并简要总结了科学技术的社会功能以及历史进程中的科学技术观。接着,文章以风险为视角指引,概括了全球化背景下的风险与风险社会问题,在这个部分重点探讨了科技的四个风险源、科技风险的特征以及科技风险在军事、环境、生活、政治和文化等等领域的影响和表现。在此之后,文章探究了科技风险的内外部动力机制,主要包括科技风险的扩散与分配问题,前者主要包括速度和范围、信任和默许三个问题,后者主要包括分配的普适性和差异性两个问题。最后文章对科技风险的预防与控制进行了探讨,在总结了科技政策的基本原则和流程的基础上结合与科技风险的相关主体,提出了伦理预防与控制,政策预防与控制以及舆论预防与控制三个层面的建议。更多还原

【Abstract】 This paper couples of modernity, globalization, control theory, etc, and takes risk society as the main theoretical framework, and achieves the cross in the analysis on negative effects of science and technology from hazard to risk.At the beginning, it reviews the theoretical concepts and the constructed relationship of science and technology, and then,the paper investigates the issues about social role and social Socialization of science and technology, and makes a brief summary of the social function of science and technology and perspectives of Science and Technology in the process of history as well.Then, taking the view of risk as guidelines, the paper outlines the problems on risk and the risk of social in the context of globalization, in this section, it focuses on the the four sources of the risk of technology, the characteristics of technology risk and its influence and performance in the area of military, environment, life, politics, culture and so on.After that, the article explores the internal and external power mechanisms of the technology risk, which mainly included the issues of diffusion and distribution of the risk of technology, and the former includes three issues, which are the speed and scope, trust and acquiescence, and the latter includes two questions about the differences and universality.At last, the problems on prevention and control of technology risk are discussed in the end of the paper, on the basis of the summary of the basic principles and processes of the policies on science and technology, combing related subjects of technology risk, it raise some recommendations of prevention and control from three levels, they are ethics, policies and public opinion.更多还原
