【摘要】 改革开放以来,全国范围内已经进行了多次行政管理体制改革,而随着农村经济社会的发展,不同乡镇呈现出不同的发展水平,甚至是不同的乡镇类型,在这样的背景下,经济发达镇行政管理体制改革被提上日程,2010年4月,中央多部门联合发实通知,在全国13个省的25个乡镇开展经济发达镇行政管理体制改革试点。本文正是在这样的背景下,选取经济发达镇行政管理体制改革这一研究主题,深入江苏省试点凤凰镇进行调查,以期对经济发达镇行政管理体制有直观直接的认识,在此基础上,结合所学专业,对经济发达镇行政管理体制改革做出理论上的探讨和研究。而任何改革如果要取得成功,都需要有明确的目标取向、指导原则,在论文写作中,笔者同样遵循这样的原则。因此,文章在探讨具体改革之前,梳理出经济发达镇行政管理体制改革的目标和原则。经济发达镇行政管理体制改革的目标,既有与其他层级政府改革相一致的地方：从全能向有限、从人治向法治、从管制向服务,也有作为基层政府特殊的目标,总的来讲是需要一个经济发达镇基层管理新的架构,这在文章中将具体阐述。而原则最重要的是遵循分类改革、因地制宜,把握经济发达镇的类型特点,解决历次改革中出现的“一刀切”问题。经济发达镇行政管理体制如何改?这在理论和实践上都不是一个能一蹴而就的问题。目前,在理论研究上,学术界对经济发达镇行政管理体制改革并没有成熟的理论指导,笔者对已有的一些论文进行搜集、整理和评述。在论文的主体部分,为便于实章研究和展开,笔者把经济发达镇行政管理体制剥离分成几个部分：职能、事权财权、机构人员,之所以这么分,是因为,尽管职能是看不见摸不着的,但职能约束和规范着乡镇其他所有活动的开展,职能转变因此就是整个经济发达镇行政管理体制改革的出发点,指导和规范着其他改革的进行。事权财权是作为一级行政机构开展活动的前提条件和必备基础,同时也处于改革的关键环节。而机构人员是职能、事权财权的落脚点,也是改革最终看得见摸得着的环节。当然,经济发达镇行政管理体制改革是改革中遇到的新情况、新问题,因此改革过程中必然会遇到困难和难题,但只要把握改革的重点难点,特别是注意配套措施的建立,就可以顺着既定的目标和方向,把改革推进下去。更多还原

【Abstract】 Since 1978, the administrative management system has been reformed several times all over the country. With the economy development, different villages and towns are in different economic level and exhibit different types. On this background, reform in administrative management system of economic developed towns was brought forward. In April,2010, several departments of central government sent a document that reform in administrative management system of economic developed towns will be tried out in 25 towns of 13 provinces.This paper is based on the background of administrative management system reform of economic developed towns. In order to get direct material and understanding, an in-depth investigation in Fenghuang town has been taken. Then, the author discussed administrative management system reform of economic developed towns should how to carry out in theory with the help of specialty.A clear objective and principle is very important to any kind of reform. So, before discussing the reform should how to carry out, the paper describes the objective and principle of administrative management system of economic developed towns reform. On the whole, some objectives of the administrative management system of economic developed towns reform are the same with those of other kind of government reform, for example, getting the government turning to provide services from managing only, and so on. Besides, as grass government, it also has peculiar objectives in its reform—setting up a new structure of government of economic developed towns. As for the principles, characteristics of the economic developed towns must be understood, and, measures should be adjusted to local conditions. At present, there are not many theories to guide the reform. At the beginning of the paper, literature on this subject that can be found so far is collected and made comments on. The body of the paper is divided to 3 parts:function fiscal and executive power、as well as organs and personnel. Though the function of government cannot be seen, it is very important in guiding other activities of government. So, function transformation is the start of the whole reform. At the same time, fiscal and executive power is the guarantee to all the activities, and, it is the key part of the reform. At last, organs and personnel is the part that can be seen, which determines the success of the whole reform.Surely, there must be some difficulties and problems in the reform of administrative management system. So, the key points and difficulties should be made out, besides, so other measures should be taken, only through these, the reform can be advanced.更多还原
