北京奥运会独立训练场馆运行机制研究

【摘要】 随着北京奥运会的成功举办,“场馆运行”这个概念开始被人们熟知。场馆运行模式在北京奥运会中发挥了重要的作用,并被国际奥委会确定为今后举办奥运会的基本形式。其后在我国举办的全运会、亚运会以及即将举办的大运会,也借鉴了这一模式。北京奥运会残奥会期间,竞赛场馆是世人瞩目的焦点,对于奥运场馆运行工作的研究和总结也多集中在竞赛场馆。然而不可否认,训练场馆为运动员提供高水平的训练场地和配套服务,是奥运会、残奥会场馆运行工作的重要组成部分。特别是独立训练场馆,由于承担特殊的功能和责任,其运行机制与竞赛场馆等存在较大的差异。本文通过对北京奥运会45所独立训练场馆的运行主体、运行条件、运行任务、运行中的困难和实际案例进行分析、探讨和总结,并针对一些特殊问题与竞赛场馆的运行进行对比分析,提炼独立训练场馆的运行特点和运行机制,以期为其他大型综合体育赛事的训练场馆运行工作提供指导和参考意见。通过文献综述法、专家访谈法、问卷调查法、实践观察法、案例分析法对独立训练场馆运行机制进行分析,得出以下结论:1北京奥运会独立训练场馆运行工作中,实行了训练场馆经理负责制,以属地管理为主,依托场馆业主单位,充分吸纳业主单位人员,落实经理负责制。2独立训练场馆团队与竞赛场馆团队相比,人力、物力和财力资源都十分薄弱,得到的支持和资助最少,多数问题需要团队自身或业主单位自行解决。3独立训练场馆的运行任务与竞赛场馆相比相对单一,客户群类型较竞赛场馆要少,训练场馆内运行分区和注册分区也相对简单易操作。4独立训练场馆单独组建团队,由相关竞赛场馆团队统一协调,以对接模式相对独立地开展场馆筹备和运行工作。5独立训练场馆团队在赛时运行的不确定性较强,需要在遵守惯例和标准统一的前提下灵活处理。
【Abstract】 With the success of Beijing Olympic Games, "Venue Operation" has become the most frequently used terms with Olympics. The one who is familiar with the operation of Olympics should know that the model of venue operation plays an important role from Atlanta to Sydney, and then to Athens, which is identified as the basic form of Olympics by the International Olympic Committee. It was also used by following Games held in China later.During Beijing Olympic and Paralympic Games, competitive venues became the focus of attention because of the media, audience and various award ceremonies. Therefore, the research on the operation of Olympics is also focused on the venues. There is no doubt that training venues which provide high quality training places and related services are an important component for the venue operation of Olympics. However, the independent training venues are different with normal ones in the operation model and functions. This paper focuses on 45 independent training venues in Beijing Olympics, analyzes, discusses and summarizes their operation subjects, conditions, tasks, difficulties and cases. A comparison with normal venues in some special topics is used to obtain the characteristics and models of independent venue operation. This paper selects the operation of independent training venue as the analysis object aiming to gather some useful experiences and suggestions for other large scale integrated competitions. Literature review, expert interview, questionnaires, practical observation and case analysis are used.Conclusions:1 The manager responsibility system is used in the operation of independent training venues for Beijing Olympics, which is mainly to local management, based on the venue owners and absorbs the staff in the units. 2 Compared with competitive venue teams, the one of independent training teams is provided fewer workers, materials and funds, most of which should be gathered by the team itself or its work unit.3 The operation task of independent training venue is relatively simple. In this condition, customers of independent training venue are fewer than normal ones. Moreover, the registration and operation subareas are also easy to operate.4 The independent training venue sets up its separate team which follows the management of related normal venue team, and works relatively separately.5 The independent training venue is strong uncertainly during the competition is working, and needs to operate flex following some regulations.
