警务部门地理信息系统平台的设计及研究

【摘要】 地理信息系统(GIS)是伴随着地理科学、计算机技术、遥感技术和信息科学的发展而出现的一个新学科,它以直观形式把与地图相关的数据展现在用户面前。由于其强大的空间数据处理能力,地理信息系统非常适合应用于公安系统。公安领域指挥调度在近几年取得了突飞猛进的发展,但是各种信息还非常独立并自成系统,系统之间没有实现信息的共享,更没有一个集成的统一平台。所以必须整合现有的指挥中心技术装备,提升各项技术系统的可操作性和互动性,为操作者提供更加便捷、友好的人机界面,提高指挥决策的时空管理水平。本课题利用警用GIS平台,把地理信息系统(GIS)、全球定位系统(GPS)、遥感系统(RS),即3S有机地结合起来,为警力指挥调度提供了可视化的、便捷的辅助手段。该平台在警用地理信息系统的基础上,把公安部门现有的GPS、接处警处理、警情数据、视频数据等来自不同系统的资源根据应用需求无缝地整合起来,从而形成统一的操作平台。

【Abstract】 Geographic Information System (GIS) is a new discipline which accompanies with the development of geographical science, computer technology, remote sensing technology and information science. It provides an intuitive way to display datum associated with the map. Due to its powerful spatial data processing, geographic information system is very suitable for the public security system.The dispatching command in public security fields has gained great development in recent years, but there are neither systems sharing all kinds of information nor an integrated platform. So it is necessary to integrate technical equipments in command centre, improve the maneuverability and interaction of the systems, provide rapid and friendly human-machine interface for operator, promote the level of command decision.This topic will integrate geographic information system, global position system and remote sensing system based on PGIS platform and provide assistance for dispatching command. Some kinds of information such as GPS, response alarm, warning situation, videos from different systems will be perfectly integrated as an uniform platform。
