【摘要】 随着移动通信技术的不断发展和用户需求的不断提升,现有2G/3G通信系统难以满足人们的日益增长的通信需求,3GPP在R8阶段启动了长期演进(LTE)和系统架构演进(SAE)两大标准化工作,SAE是LTE的核心网架构,是以IP为基础、分组交换为核心支持多接入、提供多种新特性的全新的核心网网络架构。在移动宽带化时代,将成为运营商更有竞争力的核心网解决方案。然而,如何在保护现有2G/3G分组域网络已有投资的基础上,最大程度的减少对现有网络的影响,使现有2G/3G分组域网络向SAE网络平滑演进,是现网引进SAE网络架构需要重点考虑的关键问题。本文给出了SAE引入过程中部分关键技术问题的解决方案,对SAE的部署及网络平滑演进具有重要意义。首先本文介绍了SAE多接入网络解决方案,通过对组网方案的研究,给出了分步的2G/3G分组域网络向SAE演进策略,最终实现统一的分组核心网。由于现有2G/3G分组域网络将与SAE网络长期并存,而融合计费是运营商统一运营策略、降低运营成本的必然需求,本文随后给出了分阶段的SAE架构下融合计费策略及解决方案,最终实现全网统一计费。3GPPR7中提出了PCC策略控制架构,本文对PCC策略控制架构在SAE中的应用的相关关键技术进行了详细的分析并提供解决方案,使其为运营商提供基本的端到端管控能力,实现数据业务的差异化、精细化运营。

【Abstract】 With the continuous development of technology of mobile communication, and the continuous increasement of user demand, the existing 2G/3G communication system is difficult to meet the growing needs of communication. In the Release 8 phase,3GPP standards organization started the long-term evolution (LTE) and System Architecture Evolution (SAE) standardization. SAE is the core network of LTE radio access network architecture, it’s based on IP, take the packet switching as the core, support multi-access, offers a variety of new features of the new core network architecture. In the broadband era of mobile conmunication, operators will be more competitive through using the core network solutions. However, how to protect existing investments of 2G/3G networks, reduct the impact on the existing network in the maximum, and make the packet domain network of existing 2G/3G network smoothly evolve to SAE, are the key issues should to consider.This article describes some key technical problems of SAE solution, it’s so important for the deployment of the SAE and the smooth evolution of the core network. This paper first introduces the network solutions of multi-access, elaborates the evolution strategy from 2G/3G network to the SAE network step by step, and how the core network ultimately form a unified packet core network. As the current 2G/3G packet domain network will coexist with the SAE network in long-term, and the integration of unified charging is operating strategy and the inevitable need to reduce operating costs, this paper then gives the strategy and solution of convergent charging, and ultimately form a unified network billing system. In Release 7,3GPP proposed PCC architecture, then this paper analyze in detail how the policy and charging control architecture can be applied in the SAE network, and provide solutions to solve problem. This solution can make it essential to provide end to end management and control capability for operators to achieve the data traffic differentiation and fine operation.
