延吉物流园区选址与规模确定研究

【摘要】 延吉市位于吉林省东部,是延边朝鲜族自治州政府所在地,是全州政治、经济、文化中心,是吉林省东部最大的工业、商贸、旅游中心,是吉林省综合经济第一名市(县)。作为全国百强市之一的延吉市,高度重视现代物流业的发展及规划。为了进一步优化产业结构、增强企业竞争力、推进延吉市经济的快速可持续发展,延吉市人民政府依据《吉林省现代物流发展规划》,从多个角度和层面对延吉现代物流业的发展进行研究和规划。作为物流网络中的重要节点,物流园区在有效实现物流企业积聚与整合、改善物流投资环境、推动第三方物流企业成长、缓解城市交通压力等方面具有重要的作用,使得物流园区的建设成为实现物流业现代化的关键措施之一。合理规划物流园区对实现延吉市社会各项资源的有效配置,提高延吉市现代物流业的发展水平具有重要意义。本文在总结国内外关于物流园区选址和规模估算方法的基础上,针对延吉市物流业发展现状,结合延吉市物流园区规划的具体要求,探索延吉市物流园区选址和规模确定方法。论文具体研究内容如下:1.分析延吉市社会经济条件及物流发展政策环境,剖析延吉市商贸流通物流、运输仓储、工业物流发展现状,指出延吉市实现物流业现代化存在的主要问题,进而确定延吉市进行物流园区建设的必要性和合理性。2.根据延吉市物流数据调研情况,确定延吉市物流需求预测方法,对延吉市的社会经济指标、货运量、农资物流量、农产品物流量进行预测,为物流园区的选址和规模估算提供依据。3.结合延吉市实际情况,确定延吉市物流园区选址计算流程;分析物流园区的功能及建设的必要性,确定延吉市物流园区选址的原则和要求;根据延吉市城市规划等基本资料,确定物流园区备选地址;利用综合评判方法确定园区建设序列,结合延吉市物流园区建设总规模,确定延吉市物流园区的数量及位置。4.分析物流园区规模影响因素,确定物流园区规模确定的评价指标体系,采用层次分析法确定预选园区的规模。论文在如下方面体现出一定的新意:1.建立物流园区建设迫切度指标体系,确定延吉市物流园区数量及位置。2.结合延吉市的实际情况,建立物流园区规模评级体系,采用定性和定量相结合的办法确定延吉市物流园区的规模。论文研究对于实现延吉市现代物流业合理规划具有一定的理论价值和实际意义。
【Abstract】 Yanji city is located in eastern Jilin Province, the government of Yanbian Korean Autonomous Prefecture is right here. With the overall economy ranking the first in eastern Jilin province, Yanji is not only the political, economic and cultural center but the biggest industrial, commercial and tourist center. As one of the top one hundred cities in China, Yanji pays much attention to the development of logistics. In order to optimize the industrial structure and enhance the competitiveness of enterprises so as to promote the rapid and sustainable development of the city’s economy, the government is making efforts to study the development of modern logistics from various angles on the basis of development planning of modern logistics in Jilin province.Logistics park, as an important node in logistics network, plays a very important part in effectively achieving the accumulation and integration of the logistics enterprises, improving logistics investment environment as well as promoting the growth of third-party logistics enterprises and relieving traffic congestion, etc. making the construction of logistics park the key to logistics modernization. Therefore, the effective collocation of the city’s various resources, the improvement of modern logistics industry and the reasonable planning of logistics park have become the top priority in the modern logistics planning in Yanji city.Based on studies home and abroad on site selection and scale estimation method, this paper probes into the site selection and scale estimation method of logistics park in Yanji city according to the city’s present situation of the logistics development and the specific regulations for logistics park planning. The paper includes the following parts:1. Through the analysis of the socioeconomic condition, policy environment of logistics development and the present situation of commercial trade circulation logistics, transportation and storage and industrial logistics in Yanji city, problems existed in realizing logistics modernization are proposed and the construction of logistics parks is proved to be necessary and rational.2. According to logistics data research on Yanji city, forecast method of logistics demand in Yanji city is set up to predict the socioeconomic index, volume of freight travel, logistics quantity of agricultural materials and agricultural products so as to provide basis for the location and scale of logistics parks;3. Based on the actual situation of Yanji city, through the analysis of the functions and significance of logistics parks construction, the computational procedure and the principles and requirements for locating the logistics parks are proposed. According to the basic materials of city planning and by using comprehensive evaluation, the spare location and construction sequence of logistics parks are settled. Finally the numbers and location of logistics parks are determined according to the overall scale of logistics parks in Yanji city.4. Through analyzing the influencing factors of logistics park scale and by using analytic hierarchy process (AHP), the evaluation system of logistics park scale and the scale of the spare logistics parks are proposed.The originality of this paper reflects in the following:1. The desirability index system is set up to determine the numbers and location of logistics parks;2. Scale evaluation system of logistics parks is set up according to the situation of Yanji city. The logistics park scale is determined by combining qualitative and quantitative analysis.The present study is of theoretical value and practical significance for the rational planning of modern logistics in Yanji city.
