【摘要】 现在,能源危机日益严重,能源消费数量巨大并且结构不合理,不合理的能源消费同时引发了环境危机。在此背景下,低碳经济兴起,中国正致力于将经济发展模式由高碳经济向低碳经济转变。目前,风力发电是世界上公认的最接近商业化、市场竞争力最强的可再生能源技术之一。发展风力发电成为实现低碳经济的重要途径之一。对于风电投资项目可行性研究是在投资决策之前,对与拟建项目有关的社会、经济、技术等各方面情况进行深入、细致的调查研究,对各种可能拟订的技术方案和建设方案认真进行技术经济分析与比较论证,对项目建成后的经济效益进行的科学的预测和评价。在此基础上,综合研究建设项目的技术先进性和适用性,经济合理性和有效性,以及建设可能性和可行性,为风电投资决策提供科学依据的工作过程。本文主要针对风电场工程进行财务可行性研究,从项目的投资成本、现金流量、投资风险等角度对项目的财务可行性做出评价结论。本文在论述财务可行性研究理论的基础上,以黑龙江宾县大顶山49.5MW风电场工程项目为例,从项目的投资资本成本、现金流量、财务评价的角度对项目的财务可行性进行评价研究；从项目投资风险分析及风险防范的角度对项目的可行性做出评价结论,最终从财务的角度对项目的是否可行进行分析和判断。本文的系统论述对其他风电场工程财务可行性研究提供一定的参考和借鉴。更多还原

【Abstract】 Nowadays, energy crisis has become increasingly serious. The amount of energy consumption is huge and the consumption structure is unreasonable, which also led to environmental crisis. In this context, low-carbon economy is rising. China is devoting to change the economic development model from high-carbon economy to a low-carbon economy. Currently, wind power generation has been knows as one of the most commercial and market competitive renewable energy technologies all over the world. The development of wind power generation becomes one of the most important ways to achieve low-carbon economy. The feasibility study on wind power investment projects is carried before making investment decision. It is the in-depth and detailed research on the social, economic, technical and other aspects of conditions related to the planned project, is the technical and economic analysis and comparison to all of the possible proposed technical solutions and construction programs, and is the scientific prediction and evaluation to the economic benefits after the completion of the project. On this basis, the comprehensive research, which is on the technical advances and applicability, the economic rationality and efficiency, and the constructional possibility and feasibility of the construction project, can provide a scientific working process for making wind power investment decision. This paper is conducted to taking financial feasibility study on wind farm and makes evaluative conclusions about financial feasibility in the perspective of investment cost, cash-flow, investment risk and other aspects of the project.Based on the discussion of the theory of financial feasibility study, this paper, taking the Bing County Da Ding Mountian 49.5MW wind farm project in Hei Longjiang Province as an example, took survey on the financial feasibility in the perspective of investment cost, cash-flow and financial evaluation of the project, made evaluative conclusions about the project’s feasibility in the aspect of investment risk analysis and risk prevention, and lastly made the analysis and judgment of the project’s feasibility from a point view of finance. Hope the systematical discussion of this paper could provide some references to other wind farm projects’financial feasibility study.更多还原
