基于平衡计分卡的火电运营项目绩效评估研究

【摘要】 电力是国民经济的基础,火力发电是我国电力生产的主要形式。随着火电企业的市场竞争及经营压力日渐加大,企业中运营项目的绩效评估,作为火电企业关注的重点问题,变得尤为重要。作为人力资源管理系统的一项主要内容,构建一套适合火力发电企业中运营项目特点的绩效评价指标体系,并与其他管理制度配套执行,将对企业发展产生巨大的推动作用。为适应现代电力企业管理要求,本文研究建立火电运营项目绩效评估体系,以强化企业责任意识,明晰管理责任,促进建设现代电力企业战略目标的实现。结合火电运营项目的自身特色,论文分析企业经营绩效的形成过程,提出一套针对火电运营项目绩效评估的新体系。首先介绍了绩效评估的管理学理论基础、方法论以及火电企业常用的绩效评估模式;通过分析传统的火电中运营项目绩效评估模式及各自存在的缺陷,剖析火电企业经营绩效的形成过程、绩效评估指标体系的内涵以及确定指标时应注意的事项;以平衡计分卡理论基础,运用火电企业经营绩效评估方法,选用层次分析法确定各指标体系的权重,建立火电运营项目绩效评估指标体系;然后用模糊层次分析法建立绩效综合评估模型,并以某电厂为例进行实证分析;最后提出了火电运营项目绩效评估体系实施的保证措施。

【Abstract】 Electric power is the foundation of the national economy, while the thermal electric generation is the major form of power generation plants in our country. With the increase of the market competition and the operating pressure of thermal power enterprises, the enterprise performance evaluation in thermal power enterprises, which is the focus problem, becomes particularly important. As the main content of human resource management system,to construct an evaluation index system that is suitable to the operating characteristics of coal-fired power enterprise and to implement it with other management systems will enhance the ehterprise’development greatly.The paper tries to establish performance evaluation system of thermal power enterprises in order to define the management responsibility and strengthen the sense of corporate responsibility, so that it can contribute to promote the realization of constructing a modern electric power enterprise.In combination with the thermal power enterprises’own characteristics the paper analyzes the formation process of business performance and puts forward a new performance evaluation system for the thermal power enterprises. First paper introduces the basis of management theory and methodology of performance evaluation and performance evaluation models commonly used by power plants; It analyzes the traditional evaluation pattern of project performance in thermal power enterprises and the forming process of the operating performance, also the intension of the performance evaluation index system and the key points that matters. Based on the BSC theory, it uses the performance evaluation method of thermal power enterprises and chooses the Analytic hierarchy process to decide the weight of every index system.the paper establishes the performance evaluation index system; thirdly sets up the comprehensive performance evaluation model with the fuzzy analytic hierarchy process and carries on the empirical analysis taking a certain power plant as the example; at last proposes some measures to protect the performance evaluation system to run effectively.
