【摘要】 20世纪60年代以来,随着环境与生态问题的日益严重,人们逐步提出了可持续发展理论。可持续发展模式是对传统发展模式的否定,它强调经济、环境、社会的协调发展。发展经济是可持续发展模式的重要内容,生态与环境是人类社会、经济和文化持续发展的重要基础和载体。寻求经济发展与环境的协调,是实施可持续发展战略的核心。黄河三角洲是山东省区域经济发展“一体两翼”整体布局中北翼的主体,区位条件优越,自然资源丰富,开发前景广阔,是全省拓展发展空间、保持持续快速健康发展的潜力所在、优势所在,其开发建设一直得到国内外广泛关注和支持,党和国家领导人多次做出重要批示,发展黄河三角洲高效生态经济先后列入国家“十五”计划和“十一五”规划纲要。2008年8月,山东省人民政府下发关于黄河三角洲高效生态经济区发展规划的通知,黄三角地区的开发建设正式拉开了帷幕。在制定和实施黄河三角洲高效生态经济区发展规划的背景之下,如何在促进经济快速增长的同时改善生态环境,促进环境与经济的协调和可持续发展,将积极推进黄河三角洲开发,加快建设特色经济区,培育经济新亮点,成为山东省对接天津滨海新区、发挥环渤海经济圈重要作用的桥头堡,对增强山东省整体经济实力和综合竞争力,加快推进全面小康社会进程,在新起点上实现富民强省新跨越具有重要而深远的意义。基于上述背景,综合运用多元统计分析和GIS技术,多角度、多学科、系统地评估2000-2008年期间黄河三角洲高效生态经济区环境与经济协调发展状况,并根据发展趋势探讨协调发展对策。主要研究内容包括:1、对黄河三角洲高效生态经济区的现状进行分析,对该区域的环境经济发展情况做出详细的描述分析,可以发现,该区域经济快速发展、产业结构升级、经济总量不断提高,但是环境方面,仍存在不少问题,是经济发展的瓶颈之一。2、提出黄河三角洲高效生态经济区环境与经济协调发展水平(包括协调度和协调发展度)评价指标体系、模型和方法研究。3、黄河三角洲高效生态经济区19个县(市、区)经济实力、环境实力以及环境与经济协调发展水平的综合评价分析研究综合评估黄河三角洲高效生态经济区19个县(市、区)在2000-2008年的经济、环境实力变化情况,以及环境与经济的协调度和协调发展度,多方位全面展示黄河三角洲高效生态经济区在世纪交替的近十年间的区域环境质量与经济发展变化关系。运用耦合理论,采用黄河三角洲高效生态经济区的统计年鉴数据,计算了经济环境耦合度指标,发现2000-2008年,经济―环境耦合关系处于勉强耦合-不协调之间,4、结合经济环境协调发展存在的问题,提出了黄河三角洲高效生态经济区环境与经济协调发展对策。主要是:坚持区域一体化发展,实现由行政区经济向经济区经济的转变;坚持整体推进与重点突出相结合;坚持工业化和城市化发展相结合;坚持内源型发展与外源型发展相结合;坚持经济、社会与资源、环境协调发展等。本文在研究过程中,定性分析和定量研究相结合、理论分析和实证研究相结合,综合经济学、环境规划的相关理论展开研究。研究区域经济和社会发展的现状和存在的问题,主要采用定性分析的方法。在分析经济与环境协调发展协调度时,主要采用主成分分析等定量研究方法,进行实证研究。更多还原

【Abstract】 This thesis studies the following aspects:1、This approach first analyzed the current coordinating development of Highly Effective Ecology Economic Zone of the Yellow River’s economy and environment t. It pointed out that zone achieved rapid economic development and industrial structure upgrading and the economic aggregate growth on the economic front and that it also improved the quality of the ecological environment on the environmental front by energy-saving and emission reduction and developing recycle economy. However, there are still a lot of problems, such as serious industrial sewage and over-exploitation of aquatic resources, demonstrating that the economic and environmental coordinating development is problematic.2、study of index system, models and method about appraising coordinative development status between environment and economy in the Highly Effective Ecology Economic Zone of the Yellow River.Using economic and environmental data, this approach calculated the coupling degree indexes of economy and environment and found that in 2000-2008, Highly Effective Ecology Economic Zone of the Yellow River’s coupling relationship evolved from“unconvincing Since the beginning of the 1960s, the world’s population and its total economy gained so rapid growth that the total scale of the resources dropped and the living environment of mankind worsened. More and more attentions were paid to the environmental degradations caused by the economy development. Two environmental revolutions have contributed to the further research on the relationship between the economy and environment in order to balance the economy development and environmental protection more effectively.The Yellow River Delta is the last question to the development of the river delta in China. It is a young Republic of the treasure land. There are rich natural resources、vast land ,and the sea is vast. Unique ecological environment, It is the country’s second largest oil base, has great development potential. Such a river delta and how to develop and follow a path of what is directly related to the region as a whole in economic and social development prospects of relations between the left to give future generations what kind of a delta is a need to seriously study and make science The choice of important issues.At present, Highly Effective Ecology Economic Zone of the Yellow River, in accordance with the requirements of the scientific outlook on development, is speeding up the implementation of "one body with two wings" strategy to build a prosperous and civilized and harmonious modern international zone. Based on the above analysis, reasonable and comprehensive measures are proposed to promote the coordinated development.In this paper, the study was conducted by applying qualitative analysis and quantitative analysis, combining theoretical analysis and empirical research and using relevant theories of both economics and environment planning. Qualitative analysis was mainly applied to analyze the current situation and existing problems of zone’s economic and social development; quantitative methods, such as the principal component analysis,were conducted to undertake the empirical analysis of economic and environmental development.更多还原
