中科院JWS所航天遥感器研究室矩阵管理模式与信息系统建设研究

【摘要】 航天遥感器研制是一种周期长、难度高、涉及多学科交叉的工程任务,其科研团队和科研任务的管理需要先进的管理理念与工具同时不断进行管理创新,才能更好地促进该项事业发展。本文首先综述了国内外航天领域的管理特点和信息系统。接着,以中国科学院的科研管理文化为铺垫,分析了其中某所相关研究室完成型号任务同时进行团队管理的情况,介绍了航天遥感器研究室结合自身特点和发展机遇进行的管理模式转变,针对其“技术研究”与“型号工程”双重文化的特点设计了相应的矩阵型管理模式,该模式以责任矩阵管理模型为核心,以型号项目工作结构分解(WBS)结合科研人员岗位说明书来开展项目管理和技术专业组管理为基本思路,之后重点设计了EDN室信息管理系统的矩阵管理版块。最后,本文分析了该矩阵管理及其信息系统应用后的总体效果、绩效改进和员工满意度,从而证明了该方案能对研究室的有效运行和两维管理起到积极推动作用。
【Abstract】 The development of space remote sensing instrument is a long cycle, difficult and multidisciplinary engineering project. The research and management team for such projects need advanced management concepts and tools, as well as some management innovations, to assure the development of the projects.In this thesis the characteristics of the project management and information systems of nationwide and worldwide aerospace industries are first reviewed, followed by a detailed analysis of the management reform, in face of self-difficulties and development opportunities, in a branch of a typical aerospace research related institute under Chinese Academy of Science(CAS). The emphasis is laid on the management model transition from the traditional management under the culture of CAS to a specifically designed matrix management model for the research branch’s "technology research" plus "project engineering" double cultural characteristics. This model puts the responsibility-matrix-management mode as its core, sets the basic management strategy by handling the project management and technological group development in parallel through combining the phased projects work breakdown structure(WBS) with scientists’job responsibility, and later on designs the branch’s EDN information system matrix management forum. Finally, the overall effects, efficiency improvement and personal satisfaction are evaluated after the implementation of the matrix management and its information systems, which proves that this management reform plan indeed improves the branch’s operation and two-dimensional management.
